- Paraguay Navy Peace Keeping Operations Training Center Improvement Project Asuncion, Paraguay Note: This pre-solicitation synopsis notice was previously posted under number W912CL-16-R-0004 for the Construction of a Fuel Station - Asuncion, Paraguay. That pre-solicitation synopsis is no longer active. This notice for pre-solicitation synopsis W912CL-17-R-0008 is now active and supersedes the previously posted notice. Project Description: The Regional Contracting Center-Americas, 410th Contracting Support Brigade intends to award a Firm Fixed Price (FFP) contract for the construction of a fuel station at the Paraguay Peace Keeping Operation Training School, also known as Centro de Entrenamiento Conjunto de Operaciones de Paz (CECOPAZ). The Contractor shall furnish all management, supervision, labor, equipment, material, transportation, and supplies required to complete this project. Work executed by the contractor shall include the following: - Perform soil study - Perform and provide site survey - Perform site preparation - Perform earthwork and soil compaction - Perform ground compaction - Provide concrete for foundation, footers, footing beams, aerial beams, columns, lintels, slabs, catch basins, and sidewalks - Construct foundation, footers, footing beams, aerial beams, columns, lintels, slabs, catch basins, and sidewalks - Provide and install fuel system - Provide and install one fuel tank with capacity of 10,000 gallons - Provide and install an electrical system with a distribution panel, lights, register boxes, outlets, grounding, and site lighting - Construct a concrete masonry unit (CMU) block pump house - Construct a CMU retention pool for possible leakages - Provide and install fence around facility - Provide and install fuel station roofing cover - Provide and install pumps, fuel pump stations, filter system, and backup system - Perform all other related work and provide all other related items needed to fulfill project requirements. A Statement of Work (SOW) and related documents are attached to this synopsis, for greater detail regarding the requirements for this construction project. Place of Performance: The work defined in the contract will be performed at the CECOPAZ, Asunción, Paraguay. Magnitude: The magnitude of this project is estimated between $250,000.00 and $500,000.00 U.S. Dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non-U.S. firms to participate. The NAICS code for this project is 237120, for oil and gas pipeline and related structures construction. The solicitation and any technical exhibits (when applicable) will be available for download from the FedBizOpps website https://www.fbo.gov/. All notifications of changes to the solicitation shall be made through electronics means only. It is the contractor's responsibility to check for any posted changes to the solicitation. The Contractor is required to be registered in the System for Award Management (SAM) in order to receive the contract award. Contractors may access the SAM registration site at https://www.sam.gov/. It is anticipated the official solicitation or Request for Proposal (RFP) for this procurement will be released on or around 11 April 2017. Award of the contract is anticipated on or about 31 May 2017. The Government will not pay for any proposal preparation costs. This notice does not obligate the Government to award a contract. Site Visit: An organized pre-solicitation site visit took place on 25 January 2016 at CECOPAZ. In the event any additional site visits are scheduled, interested contractor representatives will be responsible for paying their own transportation and related costs for travel to and from the CECOPAZ site. Contemplating Awardees: The contemplated contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and performed in Paraguay. In accordance with DFARS 252.225-7042 Authorization to Perform for OCONUS (Other than Continental United States) project; offerors must meet the following requirement: "The Offeror represents that it has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed." In conjunction with the DFARS requirement the Contractor shall, without any expense to the U.S. Government, obtain all necessary licenses and permits; and comply with all host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
