Pre-Solicitation Notice VA69D-17-B-0760 Project: Upgrade and Replace Building 123 Steam Line Piping and Insulation Project Number: 695-17-103 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI Furnish all labor, materials, equipment, and supervision in accordance with construction documents, drawings and specifications to complete Project 695-17-103, Upgrade and Replace Building 123 Steam Line and Insulation, at the Clement J. Zablocki VA Medical Center, Milwaukee WI. Work included, but not limited to: Extend a 4 High Pressure Steam (100 psi, 300 deg. F) and 2 Pumped Condensate Return approximately 750 lineal feet from existing Steam Pit S6 to existing Building 123 within individual direct buried conduits. Construct a new concrete cast in place steam pit to allow for condensate removal from the steam distribution line and means of controlling expansion within the system. Construct concrete manholes with a waterproofing membrane around the entire structure. Provide an elevated manway entrance at each pit structure (S6 and S7). Existing steam and condensate piping thru Pit S6 will be active thru-out installation of new direct buried piping. Construct new HPS and PCR piping to a point within pit where the remaining pipe work can be completed in an eight (8) hour shut down (maximum). Demolish and remove (after activation of new lines) existing steam pit S6, steam piping, and condensate piping. The project magnitude price range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), Size Standard: $36.5 million The project is scheduled to have a period of performance of 365 calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation (including any/all specifications and drawings) is scheduled to be posted to FedBizOpps (https://www.fbo.gov/) on or about March 30, 2017, with the bid opening on or about April 29, 2017. Bidders are responsible for monitoring and downloading any amendments from FedBizOpps which may be issued to this solicitation. A pre-bid conference/site walk-through will be conducted for this project. The date and time of this conference/walk-through will be included in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of bids. No other sources will be considered. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award.
