The Health Readiness Contracting Office (HRCO) intends to procure non-personal, professional training and operations (to include administrative and logistical) services in support of the U.S. Army Reserves (USAR) Regional Training Sites - Medical (RTS-MED) Program. The RTS-MED program is responsible for training reserve component medical units, other Army components, joint medical units, and civil authorities in disaster assistance and response to weapons of mass destruction (WMD). The three primary sites are Camp Parks CA, which includes the sub-site at Fort Hunter-Liggett CA; Fort Gordon GA; and Fort McCoy WI. The term "RTS-MED" refers to these three primary sites. When referencing a specific site or one of the supported sites, they will be referred to by their location (e.g., "RTS-MED Camp Parks"). Each RTS-MED site is staffed by a military Site Director, a military clinical coordinator, and four Department of Army civilians responsible, respectively, for training, logistics, maintenance and administration. The HRCO anticipates the solicitation / Request for Proposal (RFP) will be available approximately 25 days from the date of this notice and the closing date is anticipated as 30 - 45 days from the release of the solicitation. A pre-proposal conference is anticipated approximately 7 days after solicitation release. This is a follow-on requirement to W81K04-13-C-0001 to provide professional training and operations services for USAR RTS-MED and will be solicited as competitive, full and open (unrestricted). The Government will award a non-personal, performance-based Firm Fixed Price (FFP) contract with one 12-month base period and four 12-month options periods in support of the United States Army Reserves (USAR) Medical Program. This solicitation will be awarded under FAR Subpart 15.101-1, Tradeoff source selection procedures. This solicitation will be available in electronic format only. The official government point of entry (GPE) to the solicitation is via the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. The solicitation is anticipated to be released on or about 10 Apr 2017. Further information concerning location of pre-proposal conference and specific information will be posted not later than 31 March 2017. The Government anticipates a site visit to each Regional training site (Camp Parks, CA; Fort McCoy, WI; and Fort Gordon, GA) the week of 17 - 21 April 2017. Additional site visit information forthcoming the week of 27 - 31 March 2017.
