- This is a Synopsis Notice for Trident Wharf at Cape Canaveral Air Force Station, Florida. The procuring contracting office is NAVFAC Southeast, IPT South Atlantic, Bldg. 135, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The primary point of contact is Daniel Hinsley, Contract Specialist, (904) 542-6168. The proposed solicitation number is N69450-17-R-0905. The project includes repair to structural components including deteriorated concrete piling, precast/prestressed hollow core decking, superstructure, crane rail replacement and deck and appurtenances. Placement of concrete filled fiberglass reinforced plastic (FRP) jackets with passive cathodic protection (CP), and repairs to existing mechanical and electrical systems. Additional considerations: Construction projects within the facility by other Contractors may occur simultaneously during the construction duration. The project will be phased construction with no more than on half of the wharf available for construction activities. Waterways and adjacent facilities will remain operational during construction. The project requires coordination, and detailed scheduling. Material laydown areas are limited and a detailed logistics plan will be required. The contractor shall perform all services necessary for repairs and improvements to Trident Wharf at Cape Canaveral Air Force Station, FL in accordance with the Request for Proposal (RFP). The primary NAICS Code for this procurement is 237990 Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $36.5 million. The contract term will be for a term of 18 months. Estimated cost: $10,000,000 to $25,000,000. This is a new procurement, and does not replace and existing contract. Market research was performed in accordance with FAR 10.002(b)(2) and a Sources Sought Notice was posted on 27 February 2017. As a result of the market research, the Contracting Officer recommended soliciting as a full and open solicitation. The Solicitation should be made available on or about 07 April 2017. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil// when it becomes available. All responsible sources may submit a proposal in response to the solicitation. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. Offerors shall submit with their offer a bid bond of at least 20 percent of the bid price but not exceeding $3 million of the amount, for Davis Bacon Act (DBA) work.
