SOURCES SOUGHT for INDEFINITE DELIVERY (IDC) CONTRACT(S) FOR ARCHITECT-ENGINEER (A-E) SERVICES FOR ENGINEERING, DESIGN, AND CONSTRUCTION PHASE SERVICES FOR HYDROLOGIC AND HYDRAULIC ENGINEERING, DESIGN, MODELING, MANUAL DEVELOPMENT, AND COMPUTER PROGRAMMING ENGINEERING SERVICES This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. Respondents will not be notified of the sources sought evaluation results. The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research for anticipated A-E hydrologic and hydraulic engineering and software development services requirements, and intends to solicit proposals for a 5-year $9.5M Indefinite Delivery Contract (IDC) on or about 11 April 2017. The type of set-aside decision(s) to be issued will depend upon the responses to this sources sought announcement and associated market research. Hydrologic and hydraulic engineering and software development A-E services are anticipated; which may include but not necessarily be limited to support the USACE civil works mission, USACE studies, operation of USACE multi-purpose projects, execution of the USACE flood risk management mission, as well as USACE national initiatives, international, & interagency support. Services typically provided in these missions include development of hydrologic and hydraulic computer models for large watersheds, operational manuals for flood and drought applications, and computer software applications pertinent to USACE water management operations. A full range of hydrologic and hydraulic engineering and software development A-E services are anticipated, which may include but are not necessarily limited to: Provide full design of hydrologic and hydraulic computer models for both real-time and period-of-record applications, all GIS based models will be SDSFIE compliant, will include review, testing, calibration, analyses, optimization, and report generation, may include use of GeoRAS, HEC-RAS steady flow, HEC-RAS unsteady flow, FLO-2D, FLOW-3D, HEC-MetVue, GeoHMS, HEC-HMS, HEC-ResSim, Riverware, HEC-FIA, HEC-SSP, HEC-DSS, ESRI ArcGIS; development of rating curves, inundation maps, hydrologic data for period-of-record, PMP, PMF, and depth-area-duration curves; analysis and/or design of hydraulic structures related to outlet works, spillways, or other drainage structures; development of FEMA requirements for LOMA and LOMR-F; manual development for Water Control Manuals and Drought Contingency Plans in accordance with applicable USACE engineering regulations which will include updating text, charts, graphs, maps, and plates and will require data development and statistical analyses; designing, programming, customizing, troubleshooting, and documenting software to develop solutions for integrating legacy USACE water management decision support applications with modern Army information systems including Corps Water Management System (CWMS), programs may be scientific in nature requiring intellectual input from field sites and coordination with USACE sites whose competency is software development, including but not limited to development of computer software, development of relational databases, providing user support, and identifying functions of legacy applications which need to be included into modern information systems through the preparation of application design documents. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and relevant experience of all business size standards to provide A-E services for work assigned to USACE Southwestern Division (SWD) as well as USACE national initiatives, international, & interagency support. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms. Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Economically Disadvantaged Woman Owned Small Business, Service Disabled Veteran Owned Small Business (SDVOSB) Concern, and Large Business are highly encouraged to respond to the sources sought. The anticipated contract period of performance is for a Base of three years and an Option of two years. The total anticipated contract capacity is estimated at $9.5M. The estimated minimum task order amount is $25,000. The estimated maximum task order amount is $1,000,000. Firms must have ability to perform up to three task orders simultaneously. The North American Industrial Classification System (NAICS) Code for this procurement is 541330, A-E Services, which has a small business size standard of $14M. Small Business firms are reminded under FAR 52.219-14, Limitations on Subcontracting, that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. The most relevant contract work submitted in response to this Sources Sought Announcement will include both hydrologic and hydraulic design experience for large river and reservoir systems as well as software development and federal government experience. Firms are required to self perform a minimum of 50% of the contract requirements. Award(s) will be based on selection of the most highly qualified firm (s) in accordance with the A-E Brooks Act procedures in accordance with FAR 36.6. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, which will invite firms to register electronically to receive a copy of the solicitation when it is issued. Note that Firms must be registered in the System of Award Management (SAM) to be eligible for award of Government contracts. EXPERIENCE / CAPABILITIES STATEMENT CRITERIA: 1. The Experience/Capabilities Statement is limited to 5 pages, and shall be submitted in PDF format with the following file name convention: ACME_SS W912BV-17-S-0001 EXP STATEMENT. 2. Provide Firm's name and Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS). 3. Provide any general information on the Firm's Experience/Capabilities as they pertain to A-E hydrologic and hydraulic engineering and software development services and self performance requirements. 4. Provide the Firm's Teaming Arrangement, Joint Venture and/or Mentor-Protege information, as applicable. 5. Provide up to three examples of A-E services projects performed within the past 3 years for hydrologic and hydraulic engineering and software development relevant to this Sources Sought. Include the customer agency/installation name, project title, project location, contract number, construction contract amount, and period of performance for each example project provided.
