Description
ADVANCED SUBSCALE AERIAL PLATFORM (ASAP) FINAL RFP The US Army Contracting Command-Redstone hereby issues this Request For Proposal (RFP) to solicit proposals for the Advanced Subscale Aerial Platform (ASAP) requirement for the Targets Management Office (TMO). The ASAP is a subscale aerial target intended to replace the aging MQM-107 STREAKER. The MQM-107E is the current workhorse for the Targets Management Office (TMO) and has been in service since the mid-1970s. Obsolescence of sub-assemblies has increased maintenance costs and reduced availability of the MQM-107. Due to the small remaining inventory in the current fleet, there is an immediate need to procure an existing (mature) target, which may require minor modifications and can be delivered for use in the short term, while the long-term solution is in development, prototype and testing. To satisfy this requirement, the Government intends to award multiple contracts. The first award may be for the purchase of an existing target, which may have minor modifications to meet performance specifications and can be delivered within 12 months. CLINS 0012 and 0013 will be evaluated utilizing the Lowest Price Technically Acceptable (LPTA) approach. An additional award, based on Best Value, may be made to multiple vendors for the initial phase of a development contract, which will serve as a long-term second source of inventory.
