- N62470-17-R-5007 Amendment 0002 is issued to provide the following: 1.Responses to Pre-Proposal Inquiries Pre-Proposal Inquiries: 1.QUESTION: In accordance with the FAR 36.601-4(b) the AE firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (e.g.., state registration number, or a brief explanation of the firm ™s licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm ™s elimination from consideration. We have registered engineers in all of the states listed in which work will be performed (Maryland, Virginia and North Carolina). Do we also need the Certificate of Authority to do business in those states as well? RESPONSE: The Notice, in accordance with the Brooks Act, requires that the A and E firm must be a registered/licensed/certified architectural and/or engineering firm to be eligible for award. Proof of licensure may be provided from the local office performing the work or from the corporate office. Joint Venture firms should provide proof of licensure by all parties included in the Joint Venture. Licensure in a single state is sufficient, providing that the licensure demonstrates that the firm/Joint Venture with whom the Government is contracting is eligible as required by the Brooks Act.
