Description
SYNOPSIS: Notice of Intent to Award Sole Source Procurement: Market Research was conducted and the results verify that no other sources can meet the current Games for Training (GFT) Virtual BattleSpace (VBS) requirements for VBS3 software licenses and support. PROGRAM DESCRIPTION: The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) has a requirement has a requirement for VBS3 software licenses and support. The Government anticipates awarding a firm fixed price (FFP) contract to purchase Army-wide software licenses, license server maintenance, commercial software updates, technical support, and training for Virtual Battlespace 3 (VBS3). VBS3 is a commercial game-based first person shooter capability that was awarded by PEO STRI in 2012. VBS3 training is being used daily at over 300 locations by units in preparation for and during deployments in support of the Global War on Terror. This contracting effort will include delivery of game-based training software with an Army-wide license, integration of the software on Government Furnished Equipment (GFE) PCs, New Equipment Training (NET) and technical support. Name of Intended Contractor is Bohemia Interactive Simulations (BIS), 3050 Technology Parkway, Suite 110, Orlando, FL 32826. BIS is the original developer of the VBS3 commercial gaming engine and holds all of the current developmental tools, licenses and agreements with the game and model developers (intellectual property and software licensing) necessary to deliver the current Army Program of Record Games for Training capability within the project schedule. The contract will be issued on a sole source basis in accordance with FAR 16.505(b)(2)(i)(B). Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Estimated Acquisition Dollar Value: Approximately $13M Period of Performance: One year after contract award. RESPONSES REQUESTED: Contractors who can provide Product Manager Integration Training Environment (PM ITE), Warrior Training Integration (WTI) with the ability to meet the requirement shall submit an affirmative, written response, not to exceed 10 pages, indicating their ability to meet the specific requirements outlined above. Responses should appear on company letterhead and include any applicable pricing data or information. All responses should include a point of contact, telephone number and an e-mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or User Guide For Help: Federal Service Desk Accessibility qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses shall be furnished electronically to the contacts listed below, no later than 4:00 PM EST on 21 March 2017. No funds are available to pay for preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement.
