- Contact Center Solution for Department of Veterans Affairs Request for Information (RFI) FBO: Veterans Benefits Administration (VBA) Digital Signage This is a request for information (RFI) only. Do not submit a Quote or Proposal. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. It is also requested that the vendor respond to the following: Provide a brief summary or capabilities statement of your technical approach to meet the requirements Provide any comments/questions or feedback on the draft requirements Additional questions to be addressed are included in the Draft Requirements section below. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals nor the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Veterans Administration (VA) in developing its acquisition strategy and Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Government s Draft Requirements: Background: The Under Secretary for Benefits (USB) and VBA needs the ability to promote and distribute a variety of information to 100 locations including Regional Offices (ROs), National Call Centers (NCCs), VA Central Office (VACO), and other designated locations. This information may include, but not be limited to, production statistics, national and local announcements, system outages, training, and Veteran outreach opportunities. This USB Field Communication service will improve the frequency, impact and speed of communications with RO personnel, Veteran Service Organizations (VSOs) and Veterans, and represents a key initiative to improve the employee and Veteran experience. The intent of the VBA would be to procure this as a service and not the purchase or lease of products. VBA does not desire to own, lease or maintain the equipment. Scope Objectives: Provide digital communications services to include but not limited to wall displays, standalone kiosks, desk tops and support services. Installation, integration and testing of all systems elements Network definition, network services acquisition and network monitoring and security Capabilities to include specified content distribution to all units, groups of units, single location or single unit. Attribution data proving that the correct content was delivered to the correct location(s) at the correct times Content to include, but is not limited to, video (live streaming or recorded content), static images, data feeds, etc., all controlled and provided by the VBA Ability to integrate with third party data providers Support to include operations and maintenance (O&M), user support (help desk) Contract project management Survey/questionnaire feedback collection and routing to VBA Locations: 100+ Locations (56 ROs and other VBA designated locations) Includes Alaska, Hawaii, Puerto Rico, and the Philippines Up to 10 units per location Tasks: Wall Displays: Some wall displays are already in place (locations and model information will be provided). Wall displays to provide information to both Veterans and VA employees in multiple areas within the facilities. Display interface hardware should be compatible with existing VA equipment wherever possible The VA should be able to push content real time and be able to control when and where content is displayed at any time. Content consultation with SME. Displays shall have the ability to receive content from both locally and from VBA headquarters. Kiosks: Capabilities include presenting static content (informational content similar to wall display), video (live streaming and recorded), interactive feedback, restricted internet access to eBenefits/Vets.gov, interactive information (FAQ, facility maps, etc.). Desktops: Same capabilities as the kiosk for locations where the standalone unit would be impractical. Support: Hardware and software Includes on-site and remote support as necessary Networking User support (help desk) Remote support Initial Training including development of content and materials, remote monitoring, attribution data Installation, integration and testing Data collection Content consultation Contract Management: Management and oversight of all contract resources in accordance with Program Management Body of Knowledge (PMBOK) standards Process analysis based on industry standard, are we using the capabilities effectively. Data analysis and reporting Questions/Comments: Are there specific requirements from the vendor to ensure existing VBA display equipment is compatible with the vendor services? Are there upper and/or lower limits for number of units that could be installed at each location? Are there limits or restrictions on the amount of content that can be displayed at any given time? Where is the content stored for each display and how long would it take to update the content to be displayed? Is the entire network of displays remotely controllable (including content to be displayed) at a single location by a single VBA user? If not, how is the content for all displays updated? What are the implications and impacts if, for security reasons, VBA decides to maintain isolation of this service from the existing VA network? Are any of the units wireless or would network cabling be required in all facilities for all units? Are these complete, ready to use turn-key services that would only require initiation of content post installation or is there a need for configuration-specific software development that can only be provided by the service vendor? How would the vendor service be priced? Are there any separate licensing costs and if so, what is the basis for acquiring licenses? Individual? Unlimited Enterprise? As the services will be required at over 100 VA locations, please indicate the information required (such as the need for site surveys post award, the need for site visits pre-award, technical drawings of required areas, local facility policies regarding hardware and network installation) as well as the level of detail needed to provide an accurate and complete proposal. Please include an approach to Operations and Maintenance services to support the proposed solution. Does the vendor have an approach that equates to a scalable Commercial Off The Shelf (COTS) service? Responses to this RFI shall be submitted electronically by 2:00 PM Eastern Standard Time, March 22, 2017 via Virtual Office of Acquisition (VOA), https://www.voa.va.gov/. Interested Vendors are encouraged to register for the Vendor Portal in order to ensure timely transmission of their RFI responses to the Government. The web address for the VOA site is https://www.voa.va.gov/. Interested Vendors must be registered users on the VOA website in order to submit an RFI response. Once Interested Vendors are registered, Interested Vendors can click on the Proposal Dashboard link and within that link click on Add Proposal to open up the form to upload files. The Proposal Type drop down field should be changed to VA118-17-N-1956 to reflect this RFI. For registration or technical issues concerning RFI Response submission, contact voahelp@va.gov. WARNING: Please do not wait until the last minute to submit your responses! To avoid submission of late responses, we recommend the transmission of your response file 24 hours prior to the required response due date and time. Please be advised that timeliness is determined by the date and time an Offeror s response is received by the Government not when an Offeror attempted transmission. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission. All proprietary/company confidential material shall be clearly marked on every page that contains such.
