Description
The U.S. Army Corps of Engineers intends to place a brand name specification into solicitation W91278-17-R-0029 in accordance with FAR 6.302-1(c). Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within fifteen days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for an explosive chamber door with experience in testing, designing, manufacturing and installing blast resistant door systems to remain operational under repeated blast (high shock and long-duration gas pressure) and fragment load scenarios per requirements listed below. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the FY-17 Advanced Munitions Technology Complex (AMTC) construction of a multi-facility munitions research and testing complex within the Eglin Air Force Base, Florida. The complex includes the design and construction of the following explosives operating, testing, and storage facilities: Advanced Energetics Research Laboratory (AERL); Revolutionary Ordnance Characterization Center (ROCC); Explosive Storage (ES); Advanced Dynamics Lab (ADC-50); Building for Initiation & Reactive Systems Science & Technology (BIRSST); Complex for Agile Processing of Energetics (CAPE). The design for the ADC-50 requires an 8'-8" x 10'-0" structural steel swing blast chamber door with hydraulically operated pins that transfer blast loading to the door frame and supporting concrete structure. Door shall be the hydraulically operated, side hinged, swinging type. Door assembly shall include the sub-frame, anchors, door panel, fragment plate, opening frame, weld bars, sill plate, hydraulic operating and control system, hardware, and accessories and shall be provided by a single manufacturer. Opening frame shall be capable of transferring blast inbound and rebound reactions to the adjacent supporting structure. Resistance to blast shall be demonstrated by design calculations in strict accordance with UFC 3-340-02. Door shall be designed to withstand repeated blast loading and fragmentation impact while remaining fully operational and to experience no permanent deformation following design loading. Do to the integral nature of the door to the blast performance of the ADC-50 facility, DDESB requires that full design submission of the door occur prior to approval. As such, the door manufacturer will be preselected by qualifications and past experience, the door design developed and included in the DDESB protective construction submittal, and the preselected door manufacturer will be specified for use in the project solicitation. The selection criteria for the manufacturer of the swing blast door will be based on the following qualifications: a. Experience in testing, designing, manufacturing and installing blast resistant door systems to remain operational under repeated blast (high shock and long-duration gas pressure) and fragment load scenarios. Manufacturer shall present example of door systems, including location, agency of authority (i.e. DoE, DoD), magnitude of blast loading and years of operation. b. Submit any past completed projects with similar design criteria and blast performance. c. Submit any past projects which have been reviewed/approved by Department of Defense Explosive Safety board (DDESB). d. Manufacturer shall submit qualifications for blast engineer performing analysis of door system with demonstrable experience in design of blast and fragment resistant door systems to meet UFC 3-340-02 and DDESB Technical Paper 16. e. Quality management system that is certified to ISO 9001:2008 at manufacturing facilities. f. Manufacturer shall present a list of references. g. Manufacturer shall be available during transporting, installation, and testing of swing blast door, and proactively assist in responding to installation, testing, and maintenance questions. h. Manufacturer shall provide a warranty period for the swing blast door and all components. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Sources Sought request is to obtain sources for the Explosive Chamber Door to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government's intent to specify the Overly Door Company Brand Name for development of the door design for DDESB submittal and use in the FY-17 AMTC solicitation. Firms interested in being considered shall provide manufacturer's name, product data and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and support documentation. A list of projects in which the Explosive Chamber Door has met similar requirements for similar sized intentional detonation doors shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Submittals are due no later than March 30, 2017.
