- Overview The United States Department of Labor (DOL) intends to issue a single-award Cost Plus Incentive Fee Request for Proposal with period of performance of one year base with four, one year options for the implementation of the Project Management and Oversight Support Services for the Job Corps Facilities Program with the DOL. The DOL intends to use full and open competition procedures for this requirement using FAR Part 15 procedures. The DOL will be soliciting firms to provide Architecture and Engineering Support Services for the Job Corps Facilities Program. Background The Job Corps Program is a major residential and training program that works to alleviate the severe employment problems faced by economically disadvantaged youth throughout the United States. The program is nationally administered through the Employment and Training Administration (ETA) of the U.S. Department of Labor, DOL/ETA, Office of Job Corps, in Washington, D.C. and six (6) Regional Offices. There are 125 operating Job Corps Centers located throughout the continental United States, Alaska, Hawaii and Puerto Rico, which are comprised of approximately 2,500 buildings (25,000,000 Gross Square Feet) and 6,500 acres of land. Job Corps centers operate year-round. The majority of Job Corps centers are residential where students both live and are trained in academics, applied academics, career technical, and employability skills. Objective The contractor shall assist the ETA of the U.S. DOL to accomplish its mission and function for the planning, management and oversight responsibilities for the Job Corps Facilities Program. Description Work will consist of, but not limited to, the following: •Manage all National Office Job Corps Architectural and Engineering (A/E) design and construction projects to help ensure complete implementation of the annual Construction, Renovation and Acquisition Budget (CRA) for the Job Corps Program; •Provide architectural and engineering technical and administrative support via monitoring of required design and construction projects, and completion of related reviews, surveys, cost estimating, and audits to ensure proper planning, budgeting and management of the Job Corps Facilities Program; •Provide asset portfolio management for real property, both existing and new, annual oversight of the Asset Management Plan for Office of the Assistant Secretary for Administration and Management (OASAM), and disposal of Real Property used by the Job Corps program. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement. The Government anticipates the RFP release date on / about March 30, 2017.
