Description
Drawing Statement of Work The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Arnold Magnetic Technologies (AMT) for the repair and refurbishment of seven (7) NEXRAD Radar Focus Coil Assemblies, ASN: R400-3L1A1 for the National Reconditioning Center (NRC) in Grandview, MO. Justification for Sole Source NOAA/NRC own seven (7) NEXRAD Radar Focus Coil Assemblies that are in need of repair. A Focus Coil Assembly is a critical component required to keep NEXRAD Radars operating. A failure of the focus coil assembly will make the radar non-functional until it is replaced. NEXRAD Radar data is critical to aircraft safety of flight, the broadcast of current weather conditions, and the timely development and release of Severe Weather Warnings. The NEXRAD Doppler Meteorological Radars support the mission of life and property protection by providing input for weather alerts and warnings. NEXRAD Radars provide the capability to detect severe weather (including tornados) and give weather observers and forecasters the ability to issue early warnings to the general public and aviation users. The NEXRAD Radar is the primary sensor used to detect precipitation and atmospheric movement or wind to provide severe weather warnings. Without real-time radar data forecasting capabilities of a forecast office is significantly degraded. AMT is the original equipment manufacturer for the focus coil assembly. AMT is the only company that has demonstrated the knowledge and capability to perform the necessary repair and refurbish services for the focus coil assembly. They are the only vendor that has repaired the ASN: R400-3L1A1 units for the NRC, therefore, they are the only approved repair facility for these units. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the focus coil assembly repair may submit substantiating documentation in writing within ten days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
