Page 2 of 2 This is a sources sought synopsis only and not a solicitation announcement. The purpose of this synopsis is to gain knowledge of potential qualified sources relative to NACIS 511210. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this sources sought synopsis are not considered responses to any potential solicitation announcement. Federal Supply Schedule holders, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, HUB-Zone Small Business, Small Disadvantaged Business, and Women-Owned Small Business, are encouraged to respond. DESCRIPTION OF WORK: The Department of Veteran Affairs (VA) Strategic Acquisition Center (SAC) seeks a source for Psychological Testing. Veterans Healthcare Administration (VHA) Office of Mental Health has a requirement to provide high quality psychological tests to mental health patients. VHA clinicians require the capacity to administer, score, and interpret psychological tests on the Veterans Integrated System Technology Architect (VISTA) System. Accurate diagnosis and appropriate treatment of Veterans must be based on a thorough, objective evaluation of behavioral symptoms. Psychological tests are an integral part of this assessment process. The psychological tests provide an invaluable tool in diagnosing a patient s behavioral symptoms allowing clinical personnel to recommend treatments that are tailored to the individual needs. Additionally, they are essential for monitoring progress toward meeting treatment goals and outcomes. The contractor will obtain and grant the right to the Department of Veterans Affairs (VA) to utilize the tests, scoring algorithms, and norms. The contractor and the VA will ensure that the legal rights to the intellectual property is maintained and protected. Intellectual property will be stored in VA information systems and use it to administer and score the tests. VA will carefully restrict use of tests to appropriately qualified individuals and agencies as described in the ethical guidelines of the American Psychological Association. Test answers will be entered into the VA software, electronically assigned a score, and signed off by the clinical provider in order to be considered a completed test. The period of performance shall be for a Base Year with four (4), one (1) Year Options. An Annual Test Usage Letter is to be sent within 30 days of the end of each performance period. Invoicing will occur upon the receipt of the Annual Test Usage Letter. The testing materials will be used throughout VHA medical facilities. VA seeks a source to provide ALL of the following psychological tests (all or none): Beck Anxiety Inventory (BAI) Beck Depression Inventory 2 (BDI2) Beck Hopelessness Scale (BHS) Beck Scale of Suicidal Ideation (BSSI) Brief Symptom Inventory - 18 (BSI-18) Millon Behavioral Medicine Diagnostic (MBMD) includes Bariatric and Pain Norms Millon Clinical Multiaxial Inventory - III (MCMI3) Millon Clinical Multiaxial Inventory - IV (MCMI4) Minnesota Multiphasic Personality Inventory (MMPI2) Minnesota Multiphasic Personality Inventory 2 RF (MMPI2 RF) Quality of Life Inventory (QOLI) Symptom Checklist-90-Revised (SCL9R) The contractor will provide any and all tests updates, changes, or modifications during the contract period. VA will implement updates, changes, or modifications in VA s testing package. RESPONSE INFORMATION: Response must be submitted to Clifford Snipe, clifford.snipe@va.gov. Please include a point of contact, company name, business size standard, phone number, e-mail address, and website information. Responses should describe the company s capability to provide ALL test instruments and must be received by this office on or before 3:00 PM ET on March 24, 2017. The Government will not pay for any information submitted, or for any costs associated with providing the information.
