Description

It is Defense Logistics Agency (DLA's) goal to provide the best value to our customers while reducing costs and improving efficiencies. Our commitment to serve America's warfighters leads DLA Land and Maritime to seek long term relationships with industry to ensure a steady, uninterrupted flow of parts and services to our military branches and to reduce internal administrative lead-time and costs through the use of Long Term Contracting (LTC) methods. The scope of this project is that the U.S. Government is pursuing a long-term, Indefinite Quantity Contract (IQC) with firm fixed pricing on 214 NSNs and 7 Price Pending NSNs for the duration of a three (3) year base period and two (2) firm fixed priced option years for a potential total of five (5) years. BAE Systems; Commercial and Government Entity (CAGE) 05386, 06085, 064S4, 076M6, 44114, 54786, 80212, 6W728 and 0FW39, are the only approved source. This will provide DLA Direct Delivery (stocked) replenishment coverage of items that cross-reference to all 221 NSNs. The proposed procurement is a successor to the originally awarded BAE Systems contract, SPM7LX13D9004. The Government has a need for continued parts support for the production and maintenance of various weapons systems to include various Naval weapon systems, HMMWV, land based weapon systems and Family of Medium and Light Tactical Vehicles (FMTV). This project will be solicited as an unrestricted solicitation under "Other Than Full and Open Competition" in accordance with FAR 6.302-1. The statutory authority permitting this is 10 USC 2304(c)(1). Free on Board (FOB) will be Origin in accordance with First Destination Transportation (FDT). Inspection and acceptance will be at either destination or origin based upon quality requirements of each individual NSN. The solicitation will contain the provision that the awardee is Electronic Data Interchange (EDI) capable, as it is the Government's intention to issue orders through an automated delivery order system. These items have not been found to be commercial and will therefore be solicited using Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiations guidelines. Firm fixed price option year(s) on the list of "fixed price" 221 NSNs will be evaluated by a DLA Land and Maritime Basic Contract Administrator (BCA) prior to actual renewal to ensure that contract performance has been sufficient and that pricing of the items are still valid.
