Description
Procurement Method: Market Survey 1.Introduction/Purpose The FAA has a requirement for Eden Architecture licenses, maintenance and engineering and technical services in support of the FAAs Web Configuration Management (WebCM) tool, including associated efforts such as software enhancements, help desk support, training and communications, testing, training, general program management support, engineering and documentation development and updates, except any identified Government furnished equipment (GFE) or Government furnished information (GFI). Therefore, the FAA is conducting a market survey to assess the level of interest and capabilities among qualified provides of the requirements. This is anticipated to be a time and materials contract with one base year and one six month option. 2.Incumbent Contractor Progressive Software Solutions, Inc. Doing business as: PROMERGENT 7107 Kittiwake Run Manlius, New York 13104 3.Nature of Competition This is a Market Survey Announcement. This Market Survey is being released in accordance with the Federal Aviation Administration (FAA) Acquisition Management (AMS) policy 3.2.1.2.1. The responses to this Market Survey will be used for information purposes only will not be released, except under the Freedom of Information Act (FOIA). Proprietary information will be protected if appropriately marked. The FAA will assess the responses to this market survey and will make acquisition decisions based on those responses. The market survey should not be construed as a commitment by the Government to enter into a contract. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. 4.General This market survey is only for the purpose of identifying potential sources. This is not a Screening Information Request or Request for Proposals of any kind. The FAA will not accept unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Any costs associated with the market survey submittal are solely at the interested vendor s expense. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time. If a solicitation is issued, it will be announced on the FAA's Contract Opportunities web page. It is the Offeror's responsibility to monitor this site for the release of the solicitation. 5.North American Industry Classification System (NAICS)Code The NAICS codes for this procurement are the following: 541511 (Custom Computer Programming Services) with a size standard of $25 Million. 541512 (Computer Systems Design Services) with a size standard of $25 Million. 541513 (Computer Facilities Management Services) with a size standard of $25 Million. 541519 (Other Computer Related Services) all with a size standard of $25 Million. Submittal Requirements for Market Survey Interested businesses are to provide capability statements on company letterhead and limited to a total of 15 pages (using 12 point Times New Roman font, 11 x 8 paper, and 1-inch page margins). All responders must provide a capability statement that addresses each of the following capabilities that are of concern to the FAA as listed below: CAPABILITY STATEMENT: 1) The Contractor possesses Eden Architecture enterprise licenses and software that can support the WebCM platform. The Contractor is an authorized enterprise license provider. Substitutions will not be accepted. 2) Provide a description of your company s expertise providing engineering services and software solution support to include custom development, implementation planning, training, requirements analysis and information technology communications support for the FAA's Web Configuration Management System (WebCM). Interested businesses must provide the following: a.Capability Statement (as defined above) b.Copy of SBA 8(a) Certification Form or proof of documentation from service-disabled veteran-owned small business (if applicable) 6.Delivery of Submittals All responses (one per company) must be submitted via email to Stephen Young (stephen.young@faa.gov) in *.doc, *.docx, or *.pdf format. RESPONSES ARE DUE BY 12:00 PM EDT ON March, 24, 2017. Submission must include company Point(s) of Contact, telephone number(s), FAX number(s), E-mail address(es) (if available), and mailing address.
