- SP4520-17-R-0004 is expected to be issued on/about 30 March 2017, requesting proposals for the non-personal services of inspection, unloading, containerization, removal, transportation, storage, recycling, recovery, treatment and ultimate disposal of hazardous property generated by US Military Installations within the countries of Bahrain, Jordan, Oman, Saudi Arabia, and United Arab Emirates (UAE). The approximate closing date for proposals is thirty days following issuance of the RFP; however, interested offerors are advised to monitor this site frequently, as the solicitation will be issued as soon as practical, with the closing date expected thirty days after issuance. The resultant contract will be an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract, with award to a single firm. The anticipated contract will have a 30-month base ordering period, with one (1) 30-month option period, and an option to extend services for up to an additional six (6) months. Performance under any resultant contract shall be via issuance of written task orders. Selection of a company/firm for contract award is determined on a Best Value decision based on a combination of price and other factors described in the solicitation. The contractor agrees to provide all services necessary for the final treatment/disposal of the hazardous property listed in the schedule in accordance with all Host Nation, FGS, OEBDG, ADR, DOD, and Federal laws and regulations, and the terms and conditions of this contract. The contractor shall hold current authorization to operate and conduct business in the countries of performance, and comply with all the laws, decrees, labor standards, customs standards, and regulations of these and any (potential) transit countries, to include ascertaining proper Basel Agreements. These services shall include all necessary personnel, including applicable subcontractors, labor, transportation, equipment, and the compilation and submission of all documentation required by this contract.
