- The Centers for Disease Control and Prevention, National Center for Health Statistics, Data Acquisition and Evaluation Branch, Division of Vital Statistics, intends to award a sole source firm fixed price purchase order to the fifty states, the District of Columbia, New York City, Puerto Rico, and the Virgin Islands to maintain and operate an information system, from which selected information from death records will be extracted and transmitted to the National Center for Health Statistics (NCHS). The National Death Index (NDI) was established in 1971 to provide a centralized depository through which scientists conducting health-related research could determine whether an individual study participant has died during a given time. The United States has a total of fifty-four (54) NDI registration areas which are responsible for the collection, registration, and filing of all death events occurring within their borders. Each registration area has, by law, the exclusive authority to collect and record the events, and currently do so as a governmental function. No state possesses regulatory authority within another state's jurisdiction. As the sole entity authorized to and engaged in the collection of death information, each state is uniquely and solely capable of providing requisite services to the Government. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent, reference 2017-NDI-STATES is NOT a request for competitive quotations; however, all quotations/responses received within 5 days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
