- Description
- This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be awarded from this synopsis. All interested parties should send company and/or descriptive literature along with responses to the following: Contract Specialist Brent W. Ingram, email brent.w.ingram@usace.army.mil. All responses should be received No Later Than 11:00 am EDT (noon) on 27 March 2017. All questions and comments must be in writing; no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Purpose: Request for Information - The Sustainable Range Program (SRP) is the Army's overall approach for improving the way in which it designs, manages, and uses its ranges to ensure long-term sustainability. SRP is defined by its core programs, the Range and Training Land Program (RTLP) and the Integrated Training Area Management (ITAM) Program, which focus on the doctrinal capability of the Army's ranges and training land. The RTLP planning process integrates mission support, environmental stewardship, and economic feasibility and defines procedures for determining range projects and training land requirements to support live-fire and maneuver training. The planning process occurs annually. ITAM is a core component of the Sustainable Range Program (SRP) and is responsible for maintaining training land to help the Army meet its training requirements. To accomplish this mission, ITAM relies on its four components and management by HQDA, ITAM Lead Agent, Army Execution and Supported Commands, and installations. The US Army Corp of Engineers is searching for potential sources that are capable of providing technical and managerial support to FORSCOM in the area of training range development and management. Work under this program shall include, but not limited to, training research, training development, range configuration, gunnery qualifications standards, assurance and compliance, range related requirements development, target layout and emplacement verification. The preponderance of work is under the primary North American Industrial Classification System (NAICS) code of 811310. Estimated Dollar Value: Not to exceed $30 Million. Estimated Period of Performance: Up to five years. Place of Contract Performance: There are multiple places of performance which are determined at the time of any awarded contracts. Possible locations include the following states; Alabama, Arizona, California, Colorado, Georgia, Illinois, Kansas, Kentucky, Louisiana, Missouri, New Jersey, New York, North Carolina, Oklahoma, Texas, Virginia, Washington, and Wisconsin. Contract Type: This requirement is anticipated to be a firm fixed price contract. 1. Qualifications a. Experience in the execution and training analysis of training ranges and facilities; familiarity with digitized automation and modernization efforts of the US Army; familiarity with current US Army training ranges, training manuals, major weapon systems, and a working knowledge of the agencies involved with the Army's range modernization program. b. Experience in and demonstrated execution of Range and Training Land Program (RTLP) process as it concerns MILCON (OMA/OPA) and Minor construction (OMA) for range construction. c. Qualified personnel to provide functional range training support shall be US Army trained as a master gunner or equivalent with five years' experience. 2. Examples of possible tasks, include: a. Objective 1 - Review/analyze as-builts for CALFEX training capability to see if/where requirements can safely be met/expanded; ensure continued compliance with known/existing environmental rules & regulations; determine best value for range modification and targetry efficiencies. Rehabilitate CALFEX range target lifters and ancillary equipment using POL products and other internal components considered environmentally friendly and sustainable. Target lifters and ancillary equipment are assumed to be contaminated by lead and other hazardous substances by virture of the nature of targetry. Environmental decontamination and disposal shall comply with environmental regulations. Specific Sub- Tasks: The Contractor shall evaluate erosion/sedimentation issues and rehabilitate 43 Stationary Infantry Target (SIT) lifters and 22 Stationary Armor Target (SAT) lifters for CALFEX capability and spare parts package. Package shall include 3 additional portable target controllers. This process will eliminate need for multiple vehicles and personnel continually traversing cross-country doing target repair and activation potentially creating drainage and erosion issues. Deliverables - Report on CALFEX training capability, 65 rehabilitated lifters, 3 rehabilitated target controllers, rehabilitated ancillary equipment, and documentation for each piece of rehabilitated equipment. b. Objective 2 - Training Investment Strategy Functional Support. The contractor will support FORSCOM RTLP in their mission to support the design review of all types of range projects. The Contractor will review, monitor and collect data for the decision-making process of the FORSCOM Live Fire Training Investment Strategy (LFTIS). Installation projects will be reviewed, vetted, and scored for inclusion into the Army Training Investment Strategy. The Contractor will create a Project Management Plan identifying work execution and track all Project applications of all FORSCOM installations, as well as, those eventually funded by the Army. The SME shall ensure that proposed training ranges meet valid training requirements as identified by the proponent school and listed in TC- 25-8, TC 25-8-1, Training Ranges. In addition, the contractor shall assist in development of concepts for future training ranges to meet the needs of the Army. The contractor shall prepare concept range layouts, conduct field studies, review DD Form 1391 for training standards, and provide data collection, development and submittals to support LFTIS directives. The contractor shall attend in progress and configuration management reviews/conferences as required. The contractor shall develop/write memorandums, decision papers, briefings and other correspondence to provide information on training range issues and to convey decisions or to elicit guidance from leadership. Deliverable - Project Management Plan identifying execution of work. Twelve monthly reports and copy of briefings, presentations, papers, and assessments identified for that month. Report will include an outline of objectives for the following month. c. Objective 3 - Integrated Training Area Management (ITAM) erosion control and land rehabilitation services including erosion mitigation, rut repair, surface water drainage corrections and dust control measures. Contractor shall repair or install hardened low-water crossings at designated locations within the training areas. Low water crossings are located along trails at points where the trail crosses a wash or drainage and are designed to support wheeled and tracked vehicle traffic during periods of low to moderate flow. The intent is for water to overflow the structure while allowing vehicle traffic and maintaining the integrity of the trail. Repair or install four hardened low water crossings with a width of 32' and averaging 50'. Crossings may be hardened with concrete, articulated concrete, gabion mattresses, or other approved materials. Deliverables: The deliverable for this task is the completion of erosion control and land rehabilitation services including erosion mitigation, rut repair, surface water drainage corrections and dust control measures. Low water crossings located along trails at points where the trail crosses a wash or drainage shall support wheeled and tracked vehicle traffic during periods of low to moderate flow. 3.
