Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for performance testing of surface coated panels under MIL-PRF-24647E specifications. The services provided by the Battelle Memorial Institute. will be to provide the spare parts for the modified Air Particle Detector IM-275/FDR. The NAICS code is 541380 and the business size standard is $15 Million. The proposed purchase order is being solicited on a sole-source basis to Battelle Memorial Institute. The proposed action is for services to provide corrosion and anti-fouling testing on surface coated test panels under the specifications of MIL-PRF-24647E, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Battelle Memorial Institute is one of the only two approved sites to perform the anti-fouling testing under MIL-PRF-24647E, section 4.4.1.1.a. Of the two sites available, Battelle Memorial Institute is the only facility that can simultaneously support both the static and dynamic testing that is required under MIL-PRF-24647E. The NSWCCD intends to award a firm fixed-price purchase order to Battelle Memorial Institute using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 30 March 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 03/30/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
