This request is for planning purposes (market research) only, and does not constitute an Invitation for Bids, a Request for Proposal, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in the RFI. This notice is not to be construed as an acquisition Request for Proposal (RFP), nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be used as a proposal. The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) is seeking information regarding Direct Digital Control (DDC) systems. These systems are for the continued development of the existing Federal Law Enforcement Training Center: Artesia, New Mexico; Charleston, South Carolina; Cheltenham, Maryland and Glynco, Georgia. Interested parties should include rough-order-of magnitude for software, software licenses, customization of applications, on-site installation, training, and annual maintenance costs for software support and upgrades. S Specific DDC system requirements sought include: 1. Open protocol based on American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), Standard 135-2016, “A Data Communication Protocol for Building Automation and Control Networks (BACnet)” system. 2. Software shall be web based with unlimited total point capacity. 3. At device/equipment level, there shall be no requirements for additional proprietary interface software/hardware. 4. At user interface, graphics layouts and data presentation shall be capable of customization. 5 5. DDC Controls system shall be integrated into the existing campus open-protocol native BACnet webCTRL, Version 6.1, Automated Logic Corporation (ALC) DDC system and link the Center-wide communication network composed of one or more levels of local networks. 6. Data parameters shall be selectable/changeable by authorized government personnel. 7. There shall be no additional proprietary software/hardware requirements for subject campus-wide DDC system to operate. 8. Selectable trending capabilities for system and devices. Companies responding to this RFI should indicate whether they are a large or small business, small disadvantaged business, women-owned business, HUBZone small business and/or service disabled veteran-owned business. Request that any/all license and capacity restrictions be identified. Any contractor/offeror submitting a reply to this RFI shall have certifications as required by Federal, State and Local regulations to conduct services to a federal facility. Industry representatives wishing to reply to this RFI should submit capability statements by the time and date established below. Capability statements should clearly delineate all requirements available. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. There is no guarantee that the Government will pursue a solicitation in the future. All information received in response to this RFI will not be returned. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI should be sent electronically to Roger.Holland@fletc.dhs.gov.
