- W912HV-17-Z-0015 Sources Sought Market Survey Naha Military Port Dredging, Naha Military Port, Okinawa, Japan The U.S. Army Corps of Engineers, Japan District is performing a market survey for an upcoming coming Design-Bid-Build project entitled, "Naha Military Port Dredging, Naha Military Port, Okinawa, Japan". This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for this project. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response. Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government's requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements. PROJECT DESCRIPTION Project Title: FY17 Naha Military Port Dredging Project Location: Naha Military Port, Okinawa, Japan Project NAICS: 237990, Other Heavy and Civil Engineering Construction Project Magnitude: Between ¥2,500,000,000 and ¥10,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: The subject project is located at Naha Military Port in Okinawa, Japan. The requirement consists of the maintenance dredging of the Naha Military Port (NMP) Exclusive Use Are (EUA) to a depth of up to 34 feet (10.4 meters). This project requires the dredging and disposal of approximately 250,000 cubic meters of material, which generally consists of fat to silty clay and is represented as chemically suitable for disposal in uncontrolled landfills, which are licensed to accept municipal and industrial waste in Okinawa. Some treatment of disposal material may be required prior to disposal (e.g., amending with Portland cement). In additional to the work cited above, the contractor will be responsible for incidental work to accomplish the dredging effort, such as obtaining all applicable permits, licenses and other forms of official approval from the appropriate authorities (such as the Naha Port Authority (NPA) and the Japan Coast Guard (JCG)), conducting pre and post dredging hydrographic surveys, magnetometer surveys, the clearance of metal debris, dewatering and any processing or testing required to demonstrate compliance with applicable regulations. Note: Due to the volume of activity in the port and in accordance with Japanese Maritime Safety Agency guidelines, the successful bidder will be required to coordinate vessel movements with port operators and any other dredgers which might be in the area. *The estimated period of performance is 720 calendar days* Procurement Method: The proposed project will be a Firm Fixed Price (FFP) contract. While the Japan Engineering District is considering the issuance of an Invitation for Bid (IFB), a final determination has yet to be made. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY In order to adequately plan for this project's procurement, the Government requests the following information from interested firms: 1. Company name, address, phone number, email, Cage Code and point of contact 2. Capability statement from your company, identifying applicable skills, experience, knowledge, past performance and equipment (type and size) required to successfully complete this requirement. Please provide information on projects of comparable scope, complexity and magnitude, completed within the past 10 years. The Narrative should specify the following: a. Is your company currently registered to do business with the U.S. Government? If not, would you be interested in working with the U.S. Government, and pursuing registration to undertake such work in the future? b. Is your company currently registered to do business with the Japanese Government? c. Do your company have any experience dredging in Okinawa? Any experience specific to dredging in Naha Port? Do any of your employees have this experience, if the company as a whole does not have this experience as an organization? d. Does your company have prior experience working with the U.S. Government for dredging activities? Do any of your employees have this experience, if the company as a whole does not have this experience as an organization? e. Does your company have prior experience working with the Japanese Government authorities for dredging activities? f. What equipment would be utilized to dredge 250,000 cubic meters of material? Do you own this equipment, or would it need to be rented? g. What equipment would be utilized to transport material for disposal? Do you own this equipment, or would it need to be rented? 3. In an effort to better understand the dredging marketplace, please provide an answer to the following questions: a. Who are the local Japanese authorities required for permitting dredging work in Okinawa and how long does that process typically take? b. The 11th Regional (Naha) Japan Coast Guard may require a Safety Panel, run by the Japan Maritime Safety Association (JMSA) (or "Public Interest Incorporated Foundation Seibu Association of Maritime Safety") before dredging can begin. Do you have experience with such a Safety Panel? c. What are the disposal options available for material dredged from Naha Port? d. Have you encountered unexploded military ordnance in your dredging activities in Okinawa, and how did you resolve this circumstance? e. Do you have experience working with other dredging companies in close proximity to one another? Is it typical for dredging companies to work in the same port at the same time? f. What are your concerns regarding dredging at Naha Port? g. How long does it take to mobilize your dredging operation? h. What are your concerns about the U.S. Government utilizing a Firm Fixed price (FFP) contract instead of a cost-reimbursement type contract? 4. The U.S. Government will require a performance bond for this work in accordance with the Federal Acquisition Regulations Subpart 28.102 (a). A payment bond is not required. Please provide a statement regarding your company's ability to get a performance bond for this project. Additionally, it would be helpful if your company could provide information on whether a performance bond is typically required in the Japanese dredging marketplace. If you're unable to get a performance bond, please explain. 5. Statement from your company regarding how a FFP, Invitation for Bid (IFB) solicitation would impact your planning and proposal submission for this project (if any). Note: IFB solicitations only considers price-related factors. Would this type of solicitation cause your company concern? 6. Statement of intent from your company, that should this project be formally advertised, you will submit a bid One of our primary goals as a construction agent for Japan is to better understand the marketplace and your submission for this sources sought will greatly benefit our procurement for this project.
