Description
1. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Policy § 3.2.1.2.1. Interested parties are advised that: - This is not a Screening Information Request (SIR) or Request for Proposals; - The FAA is not seeking or accepting unsolicited proposals; - The FAA will not pay for any information received or costs incurred in preparing responses; and - Any costs associated with your response are solely at the interested parties ™ expense. 2. Description of the Required Services Geostationary Earth Orbiting (GEO) Satellite The Wide Area Augmentation System (WAAS) is a safety-critical system consisting of equipment and software that augments the Department of Defense (DoD) Global Positioning System (GPS) Standard Positioning Service (SPS). The primary mission of WAAS is to provide air navigation for all phases of flight in the National Airspace System (NAS). The WAAS augments the GPS with: - A ranging function, which improves availability; - GPS corrections, which improve accuracy; and - Integrity monitoring, which improves safety. WAAS provides a Signal-in-Space (SIS) to WAAS-certified avionics for FAA approved phases of flight. The ranging capable SIS provides data corrections for the GPS and Geostationary Earth Orbit (GEO) satellites. The WAAS architecture consisting of the Wide-area Reference Stations (WRSs), the Wide-area Master Stations (WMSs), the GEO Uplink Subsystems “ Type 1 (GUSs), the GEO Satellite Payloads (GSPs), and the Terrestrial Communications Subsystem (TCS) which interconnects the WAAS components. Each GSP operates with two geographically diverse GUSs which are functionally redundant. They operate under coordinated control such that one GUS operates as the Primary uplink to the GSP while the other operates as a Backup terminated into a dummy load. Broadcasts from the GPS and GEO satellites are received and processed by widely-dispersed WRSs that are strategically located for data collection within the WAAS service volume. Processed data from all WRSs is forwarded to WMSs for further processing to determine the integrity, corrections, and residual errors for each monitored satellite and for each predefined Ionosphere Grid Point (IGP). Multiple WMSs are provided to eliminate single-point failures within the WAAS. Although all WMSs send data to all GUSs, only data from the selected Primary WMS is accepted by the GUSs. The GUSs modulate the navigation message and transmit the GPS-like SIS to their respective GEO satellite which broadcasts the WAAS SIS to Users. 3. The FAA intends to use FAA and contractor support staff in reviewing any responses to this announcement and will ensure that the appropriate organizational conflict of interest and nondisclosure agreements are signed prior to any review. 4. The attached draft SIR consists of Sections C through H in addition to a draft technical specification. Interested parties are requested to respond to this announcement by providing comments or suggestions on the attached comment form regarding any of the draft SIR documents. The FAA may or may not at its discretion post responses to comments submitted by the due date, so responses should not contain any proprietary or sensitive information. The identity of the respondents will not be revealed in the FAA response. 5. Responses must be submitted via electronic mail (e-mail) to the GEO 7 Contracting Officer Iann T. Washington, iann.washington@faa.gov by the date below. Responses to this announcement must include the following: Name, mailing address, phone number, and e-mail of a designated company point of contact. Verbal inquiries will NOT be ACCEPTED. 6. Submissions are due by 5:00 pm EDT on April 24, 2017. The FAA will provide acknowledgment of receipt to each respondent via e-mail. 7. All SIR Sections below are currently in draft status and subject to revisions and final approval. All documents associated with the SIR have not been uploaded.
