- The Fort Irwin Installation Contracting Office, MICC-Irwin, intends to issue an Invitation For Bid (IFB), on or about March 31, 2017 on the FedBizOps website at www.fbo.gov. The requirement will be for construct infrastructure for the fixed base weather observation systems for Bicycle Lake Army Air Field (BLAAF.) The project requires the underground installation of fiber optic and electoral transmission lines and the construction of a masonry wall located on Fort Irwin, California. Bids will be due approximately 30 days later. The general scope of work includes site preparation requirements to prepare the host installation for an AN/FMQ-23 installation and to enlist the assistance of the Base/Post Project Support function, Responsible On-Site Individual (ROSI) to ensure the successful deployment of the AN/FMQ-23. Contractor shall install a retention block wall surrounding the Wind Sock Unit Site. Contractor shall install a new power feed to the Wide Sock at Bike Lake and FMQ site at BLAAF. This feed shall be from the existing main distribution panel next to building 6212 out to the FMQ site. Contractor shall install a strand fiber optic cable from building 6212 at Bicycle Lake to the FMQ site. This solicitation will be issued as an Invitation For Bid (IFB) which will result in the award of a single firm-fixed price (FFP) construction contract. The estimated performance period for completion of construction is 120 calendar days from Notice to Proceed (NTP). Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. The solicitation will be available on or about March 31, 2017 and responses will be due on or about April 30, 2017. The IFB, including any amendments, shall establish the official opening and closing dates and times. At this time no Pre-Solicitation Conference is planned for this solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $250,000 and $500,000. Bids received in response to the IFB will be evaluated in accordance with procedures outlined in FAR Part 14.201-8. Performance and Payments Bonds are required for this project. An organized site visit will be announced at a later date. Upon announcement of the organized site visit, attendees should arrive early to allow time to pass through security. You must present a valid driver’s license, current vehicle registration and proof of insurance to obtain a vehicle pass. This solicitation is 100% set aside for Woman Owned Small Businesses. The NAICS code is 237130. The size standard is $36.5 million. This announcement serves as the advance notice for this project.
