- Draft PWS 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding Size standard of $20.5 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Contractor shall provide maintenance services of Energy Dispersive Spectrometers (EDS), and Wavelength Dispersive Spectrometers (WDS), and all accessories. These machines are critical to the Science and Engineering Laboratory's ability to perform analysis and accident investigations. The lack of these spectrometers will cause work stoppage. The Contractor shall perform on-site maintenance services and on-call telephone technical support of EDS and WDS (systems) located in building 100, bay D, at Hill Air Force Base (AFB), Utah. The Contractor shall maintain all system specifications and performance benchmarks in accordance with (IAW) Original Equipment Manufacturer (OEM) manuals and applicable standards. Maintenance services includes preventative maintenance (PM), hardware and software support, troubleshooting and repair of the systems to ensure all systems are functioning properly. On-site maintenance is intended to supplement routine and customer performed maintenance, verify system and software performance and functionality to reduce unplanned interruptions to system availability. The Contractor shall provide all management, labor, tools, parts, supplies, equipment, lodging, transportation, and other necessary items. Technical Questions: 1) Please explain your experience in performing preventative maintenance and repair Wavelength Dispersive Spectrometer Systems. 2) Please explain your experience in performing preventative maintenance and repair of large gantry mills and provide examples of Oxford INCA Energy Dispersive Spectrometers. 3) Please explain your capability to meet the response times stated in the PWS. Acquisition Strategy Questions: 1) We intend on using a firm fixed price pricing-arrangement. Do you have any rationale for alternate pricing arrangements? 2) Identify (with rationale) if the Service Contracting Act would (or would not) be applicable based on the "service employee" Part 541 of Title 29, Code of Federal regulations. If you identify that the Services Contracting Act would not be applicable, provide rationale to support that enough of the employees are expected to be "professional employees" instead of "service employees" (as defined by the Services Contracting Act and part 541 of tile 29, Code of Federal Regulations) for the Services Contracting Act to not be applicable. 3) List name of contract, contract number, DCMA, and Administrative Contracting Officer for similar services that your company has provided to the Government and/or commercial industry. Responses must be submitted by 12:00 pm MDT on May 15, 2015, to the individual who this posting identified as the buyer (Mr. James Vaughan). This buyer is the primary point of contact for this sources sought synopsis, and the Procuring Contracting Officer/PCO (as identified in this posting) is the alternate point of contact. Email responses may be submitted in PDF or Microsoft Word Format. Questions will be accepted electronically directly from the buyer. The Government will post responses to industry questions within the Federal Business Opportunities (FBO) website. When responding please include: 1. Company Name and Cage code 2. Who is your POC please provide email address and phone number. 3. Suggested NAICS Code 4. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUBZone, SDVOSB, etc.) 5. Would you be a prime or subcontractor or plan on any partnering agreements?
