Description
This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Solicitation number AG-32SD-S-17-0029 (See Attached Solicitation) is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93 corrections. North American Classification Coded (NAICS) 336212, Truck Trailer Manufacturing, is applicable. This announcement is a total set-aside for Small Business Concerns. Statement of Work: The Rangeland Resources and Systems Research Unit would like to purchase the following on contract bid for the Central Plains Experimental Range: One (1) stock gooseneck livestock trailer, steel construction, twenty (20) foot length, minimum six (6) foot six (6) inch width and six (6) foot six (6) inch height. Treated and dried wood floor. Two (2) minimum 5000 pound torsion axles with electric brakes on both axles. Walk-through escape door. One (1) piece center gate with slider. One (1) piece rear gate with slider. Minimum 14 gauge steel for sides and fenders. Minimum 16 gauge steel for roof. LED lights. 2 5/16" gooseneck coupler. Rear rubber bumper. 10 ply 16 inch radial tires with spare tire. Floor mats. Must Have brush guards over fenders. Four (4) foor cross members at twelve (12) inch stringer centers. This was in reference to the flooring and having reinforcements every four feet, we understand each vendor may word this slightly differently so we have removed this line. As long as the trailer meets specifications to safely transport livestock this requirement shall be considered to have been met. Minimum of brush guards over fenders. Was changed to Must Have brush guards over fenders. Delivery location is: U. S. Department of Agriculture, Agricultural Research Service USDA-ARS-NPA RRSRU-CPER, Central Plains Experimental Range, 58009 Co Rd 37, Nunn, CO 80648 The Government anticipates award of a firm fixed price contract on March 30, 2017. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA/ARS will provide no hard copies. The successful company must mandatorily be registered in the SAM (System for Award Management) at web site: www.sam.gov. Address ALL questions in WRITING to the issuing office via email to Shannon.Boyd@ars.usda.gov. No telephone inquiries will be accepted. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. All sources wishing to provide a quotation must respond by 1700MST, March 24, 2017.
