Description
The US Special Operations Command (USSOCOM) intends to negotiate on a sole source basis with L-3 Communications Corporation, GCS Division ("L-3 GCS") in order to incorporate (via contract modification) two additional ordering periods (OP) to current Indefinite Delivery, Indefinite Quantity (IDIQ) contract, H92222-12-D-0020, for USSOCOM SOF Deployable Node Family of Terminals (SDN-FoT) Medium (SDN-M) and Heavy (SDN-H) portable satellite communications (SATCOM) terminals. OP 6 will cover the period of 15 Jun 2017- 14 Jun 2018 and OP 7 will cover the period of 15 Jun 2018 - 14 Jun 2019. The current contract was competitively awarded for a total IDIQ contract maximum ceiling value of $600,000,000.00 with 5 ordering periods. This modification will not require an increase to the IDIQ contract maximum ceiling value. An RFI was issued on 10 June 2016, seeking sources for a competitive procurement of the SDN Family of Systems (FOS) which are comprised of SDN-Light, Medium and Heavy terminals. Additionally, a Draft RFP was posted to FBO for industry comment on 28 November 2016. Responses received to these actions as well as additional market research revealed that no SDN-Medium (SDN-M) and SDN-Heavy (SDN-H) alternatives currently exist that would provide an increase in capabilities and/or performance relative to the legacy systems based on current technology and subject to the constraints of Government certification requirements. Therefore, this extension will provide time for further evolution of terminal technology in the marketplace, coinciding with the availability of next generation satellites, and time to complete the acquisition process for a follow-on competitive solicitation with increased capabilities/performance for the SDN -M and SDN-H. The Government still intends to issue a competitive solicitation for the SDN-L terminals this FY and a separate notice will be posted which provide those details. The modification will be executed under the authority of FAR 6.302-1(a)(2)(ii) to ensure continued sustainment support for existing fielded systems. The additional ordering periods will be for purposes of sustainment of existing terminals only (i.e. spare parts for repairs) as well as the potential purchase of additional terminals (limited to reflect the current configuration of SDN-M and SDN-H) in very low quantities. These periods will not include any engineering change orders (ECP)s to enhance current terminal capabilities. The Justification and Approval (JNA) will be posted IAW FAR 6.305 By adding two additional ordering periods HQ USSOCOM wishes to minimize duplication of costs and unacceptable delays in providing critical realistic sustainment support services to our military personnel prior to engaging in operations around the world. Per FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement that will be considered by the agency. All capability statements must include detailed specifications. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
