This is a Request for Information (RFI)announcement only. This is a market research tool being utilized in accordance with DFARS PGI 206.302-1 to obtain information to be used in a Justification and Approval for Use Other Than Full and Open Competition under the authority of FAR 6.302-1. The information received will be used within Naval Facilities Engineering Command (NAVFAC) Atlantic to facilitate the decision making process. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation, and any information submitted by respondents to this notice is strictly voluntary. NAVFAC Atlantic intends to issue a sole source firm-fixed price contract to Terna Rete Italia (Terna) to provide services necessary to permit unimpeded access for P15001 (Improve Weapons Storage Facility)to construct a movable bridge over the Navicella Canal as follows: Project P15001 Improve Weapons Storage Facility constructs a movable bridge over the Navicelli Canal. High voltage electric power lines, owned and maintained by Terna Rete Italia (Terna) of Rome, Italy, run 4.32m above ground parallel to the canal, between supports No. 41 and 43 at Pisa Porta a Mare-Agip Sezionamento. Italian Safety Law 81/08 smi requires a safety distance of 5m for future maintenance work. The existing high voltage lines are 4.32m above the canal, which does not meet the Italian safety standards of a minimum of 5m. Terna is the local utility provider that owns and is responsible for the power distribution system in Italy and on Camp Darby. NAVFAC Atlantic is requesting information on the capabilities of other vendors to provide the services outlined above. NAVFAC Atlantic does not anticipate that other vendors would have the requisite authority to provide services outlined above as related to the high voltage electric power lines owned by Terna. It is requested that all interested vendors submit to the contracting office a brief capabilities statement package (no more than 2 pages single-sided and 1 page double-sided in length, singled-spaced, 12 point font minimum) demonstrating the ability and authority to alter the public utilities infrastructure (in Italy) owned and maintained by Terna, specifically related to the unimpeded access for construction of P15001, which requires the relocation or removal of Terna ™s high voltage power lines. Responses shall include a company profile to include DUNS number and CAGE Code.
