Description
This is a Sources Sought announcement and is for information/market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any information requests. Respondents will not be notified of the results of the evaluation. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), San Francisco District seeks riparian vegetation seed collection, planting, and maintenance services in two planting areas along Berryessa Creek in Milpitas, CA. The effort will include species identification and collection of acorn and buckeye seed within the Coyote Creek watershed from wild trees (not pollinated by nearby landscape trees) between September 1 and November 30 of the year of planting. Post collection a seed report would be prepared and submitted to USACE including mapping and documenting the date, location, quantity, species, and quality of seed collected. Collected seed would need to be appropriately stored to maintain seed viability until the time of delivery (no later than 120 days post collection). In addition to seed collection, the effort would include site preparation, installation of seeds, and furnishing and installation of some containerized trees and shrubs (from container nursery stock produced under clean propagation conditions). Site preparation would involve soil chemistry testing via collection of one four-point composite soil sample from each planting area and submission of samples to a certified soil and plant test laboratory for fertility and agricultural suitability tests. Soil amendments may be required as recommended by the laboratory and approved by USACE. Installation of containerized trees and shrubs would occur between October 15th and December 31st of the planting year. Installation would involve planting trees, shrubs, and seeds in accordance with the location and planting parameters in the provided planting plans; mulching; and furnishing and installing accessories (e.g. wire cages). Post planting, seeded and planted areas would require maintenance until the end of the 1-year guarantee period (see below), including hand watering; maintaining native trees and shrubs; inspecting for pests; replacing dead plantings; removing weeds, trash, and debris; and quarterly maintenance reporting to USACE. Collection, handling, storage, installation, and maintenance of plant materials shall be performed according to phytosanitary practices for Nursery Plant Pathogen Prevention to avoid Phytophthora contamination. Planting will be performed in accordance with planting plans provided by USACE. The Contractor shall provide all personnel, tools, materials (e.g. seeds, containerized plants, accessories, and water), vehicles, supervision, and other items and services necessary to conduct the riparian vegetation planting and maintenance as described. Upon completion of work, the Contractor shall remove all materials, tools, rubbish and debris associated with the work. Survival of the plants shall be guaranteed by the contractor for 1 year (365 days) after the completion of planting (guarantee period). Options for additional years of maintenance and/or planting and maintenance in up to 3 additional areas may be exercised. USACE, San Francisco District is seeking sources for riparian vegetation planting and maintenance along Berryessa Creek under NAICS Code 561730 for Landscaping Services. The small business size standard for this NAICS is $7.5 Million. The Government anticipates awarding One (1) Firm-Fixed Price - Services contract. The Period of Performance is anticipated to be 2017- 2018. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. Point of Contact name, email address, and phone number. 2. Statement of Capability (SOC) - Send a statement demonstrating o Skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. o Recent and relevant experience in plant species identification in accordance with The Jepson Manual - Higher Plants of California; seed collection, quality evaluation, and appropriate storage practices to maintain viability; and seed installation and maintenance within the last five (5) years. o Recent and relevant experience within the last five (5) years in containerized tree and shrub furnishing, planting, and maintenance in accordance with landscape plans and specifications. o Recent and relevant experience within the last five (5) years in site preparation for replanting including soil sampling, interpretation of soil testing results, and amendments to support vegetation. o Recent and relevant experience within the last five (5) years in riparian zone vegetation planting and maintenance. o Recent and relevant experience within the last five (5) years with collection, handling, storage, installation, and maintenance of plant materials under phytosanitary practices for Nursery Plant Pathogen Prevention to avoid Phytophthora contamination. The Government intends to advertise a solicitation for this project on or about May 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
