Description
Synopsis: The United States Property and Fiscal Office (USPFO) for Kansas intends to award a sole source procurement for the Completion of A-E Design services (Type B) and Inspection and Supervision Services (Type C) in support of a Readiness Center Building at Fort Leavenworth, Kansas. This building will have a maximum authorized 102,672 gross square footage and a remote Detached Maintenance Bay Building with a maximum of 5,359 gross square footage. Also included in the design are supporting items including access roadways, POV parking lots, ridged pavements other than parking, service access aprons, loading ramp, generator, sidewalks, curbs, detached sign(s), exterior security lighting, site utilities, and storm water drainage. Horst, Terrill & Karst Architect (HTK) was awarded a Task Order for Investigative Services (Type A) and Preliminary Design (Type B 35% complete) Services in May 2013 under Task Order 0015 on IDIQ Contract W912JC-10-D-5400. These services were completed in June 2014. After Completion of both the Investigative Services and the Preliminary Design Services the design was "shelved" until funding for the Design Completion and Construction Funds would become available. Funds for the Design Completion were received in January 2017. Because HTK has already completed the Investigative (Type A) and Preliminary (Type B 35%) Services and are currently the Designer of Record ( DOR), the USPFO intends to award this contract consistent with the terms identified with this announcement based upon the authority provided in 10 U.S.C. 253(c)(1) and implemented by FAR 6.302-1(a)(iii), only one responsible source and no other services will satisfy requirement. Award to any other source is not a viable option/alternative because any other source would have to accept the original Preliminary Design and relieve the DOR from liability or they would have to conduct their own Investigative Services and Preliminary Design which would result in substantial duplication of cost to the Government. The additional cost to duplicate effort would not be recovered through competition, and would create unacceptable delays in the award of the contract for the construction of these facilities. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within Five days after date of publication of this synopsis will be considered by the Government. Capability Statements submitted should demonstrate the offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. The Government will post the approved justification.
