- SOLICITATION # HSCGG1-17-S-PRV148 REBUILD WATER DISTRIBUTION SYSTEM AT USCG STATION FIRE ISLAND SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted. The applicable North American Industry Classification System (NAICS) code is 237110 Water and Sewer Line and Related Structures Construction, with a small business size standard of $36.5 Million. The estimated value of the procurement is between $750,000 and $1,000,000 (inclusive of options). Performance and Payment bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform the following work: General: The work includes providing all labor, material, equipment, transportation and supervision to complete the following: a. Replace the existing underground water distribution system that provides potable water to the entire Station, BMF, and 13 Housing units that are collocated on the site. The piping will be replaced from where it enters each building all the way back to the water main. Portions of the distribution pipe size will be increased, to ensure all fire hydrants and buildings receive the required water flow. b. Temporary piping and associated infrastructure shall be provided to maintain fully operational systems throughout the project duration. Any disconnections in service shall be coordinated with the USCG as indicated on the specifications. Optional Items: The solicitation will include two (2) optional bid items as follows: 1. Optional Item #1 Installation of potable water distribution loop: Contractor to provide a separate price for the installation of a water distribution loop to meet fire protection flow and pressure requirements. 2. Optional Item #2 Installation of grease trap and associated repairs: Contractor to provide a separate price for installation of a grease trap interceptor. The new inline exterior grease trap will be installed along the sewer line for the MMB, separate bathroom lines from the kitchen wastewater line and tie back into the main downstream of the grease trap. Your response is required no later than 27 March 2017. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
