Description
This notice is a synopsis for a proposed modification to Contract W52P1J-10-C-0062 (Kuwait Base Operation and Security Support Services (K-BOSSS)) that the U.S. Government (USG) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals or quotations and the USG will not issue a solicitation for this action. The Army Contracting Command - Rock Island (ACC-RI) intends to award a modification in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services, extending the existing contract W52P1J-10-C-0062. The Period of Performance (PoP) for the extension would be 29 March 2017 to 28 March 2018, with an evaluated nine-month option of 29 March 2018 through 28 December 2018 and an evaluated three-month option of 29 December 2018 through 28 March 2019. The award to Vectrus System Corporation (Vectrus) will satisfy Agency requirements. ACC-RI initially awarded a contract PoP for a base year plus four option periods. During the follow-on source selection, the Senior Procurement Official approved a six-month extension in accordance with FAR clause 52.217-8, Option to Extend Services for period of 29 September 2015 through 28 March 2016, a nine-month extension with a three month option under J&A #16-020, through 28 March 2017. ACC-RI synopsized the initial K-BOSSS solicitation W52P1J-09-R-0065 on May 5, 2009, as well as the issuance of the contract W52P1J-10-C-0062, effective 29 September 2010, synopsized 04 October 2010; the Option to Extend Services, under FAR clause 52.217-8 on 23 June 2015; and the Option to Extend services under FAR clause 6.302-1 on 25 March 2016. The expected modification date for the current contract extension is no later than 28 March 2017, to be effective 29 March 2017. The 12-month extension is expected to be awarded to Vectrus under FAR 6.302-1 since it is likely that award to any other source would result in (A) substantial duplication of cost to the USG that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the Agency's requirements. The proposed modification will continue critical base operations support and security support services throughout the Kuwait area of responsibility (AOR) including forms, publications, and reproductive services; Army postal operations; operations; logistics; information management; public works; environmental services; medical administrative support; installation services; security services; fire services; and emergency services. The Agency shall consider a capability statement, proposal, or quotation submitted by responsible sources. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the USG. The USG will not be responsible for any costs incurred by interested parties in responding to this synopsis. The USG is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Responses to this notice are due by 1600 Central Time, 23 March 2017.
