- This is a draft Request for Proposals to seek feedback from business sources. The Government is not soliciting actual proposals at this time. The Contracting Officer will determine which suggested revisions, if any, are accepted. This draft Request for Proposals announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a final solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this draft Request for Proposals announcement or any follow-up information request. Responses to this announcement will be considered for the purpose of determining how the requirement will be formulated and how the procurement will be conducted. The requirement is for the provision of COTS training and training development and customization Performance Period: A base period of 12 months and four 12-month option periods This strategic sources acquisition spans 4 Training Pools. Multiple awards are anticipated to be made in each of the 4 Training Pools and/or subpools. The government anticipates award of the following number of MA-IDIQ task order contracts for each Training Pool identified in this solicitation: • Pool 1 - General (Core) Training Pool (reflected with a prefix of G on the HESSIT Pricing Proposal Template) - up to 3 unrestricted MA-IDIQ task order contracts; • Pool 2 - Professional Training Pool (reflected with a prefix of P on the HESSIT Pricing Proposal Template) - up to 3 unrestricted MA-IDIQ task order contracts; • Pool 3 - Technical (Specialized) Training Pool ((reflected with a prefix of T on the HESSIT Pricing Proposal Template) - up to 3 unrestricted MA-IDIQ task order contracts if awarded on the total training pool or up to 2 unrestricted MA-IDIQ task order contracts per subpool if deemed in the best interest of the government; • Pool 4 - Leadership Training Pool (reflected with a prefix of L on the HESSIT Pricing Proposal Template) - up to 3 unrestricted MA-IDIQ task order contracts and up to 3 small business set-aside MA-IDIQ task order contracts. HUD intends to competitively solicit and award Government-Wide, Multiple Award, Indefinite Delivery, Indefinite Quantity (MA-IDIQ) contracts for each Training Pool and/or subpools resulting from this solicitation.
