- SOURCES SOUGHT NOTIFICATION The US Army Medical Command, Regional Health Contracting Office-Central, Fort Carson Health Contracting Cell is issuing this sources sought synopsis to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. The Regional Health Contracting Office - Central has an upcoming requirement to solicit for and award an equipment lease contract for OmniGuide Beam Path System, Otolaryngology CO2 laser, to be located at Evans Army Community Hospital, Fort Carson, CO. The Salient Characteristics is listed below. Salient Characteristics for Otolaryngology CO2 Laser Background: The CO2 laser is known for its precision, particularly when coupled to an operating microscope for delicate atraumatic surgery. Laser surgery involves cutting or treating tissue with an intense, concentrated beam of light. Laser beams vaporize target tissue by evaporating the water inside its cells. Due to its unique physical characteristics, CO2 laser energy is used by surgeons because it provides high precision and control during surgery. CO2 laser offers surgeons a no-touch dissection tool, ideal for use around the delicate structures of the middle ear. By using the laser, your physician is able to more safely treat the underlying problem, enhancing hearing results and surgical outcomes. In stapedectomy surgery for otosclerosis, the laser is used to remove the fixed stapes bone with minimal trauma to surrounding structures. In addition, the technology is used to make an opening into the inner ear with precision that only the laser can afford. By decreasing manipulation of the hearing bones, outcomes after surgery may be improved. In addition, the handheld CO2 laser technology can be utilized in patients with chronic ear disease. In these patients, the laser allows removal of diseased tissue with no-touch dissection and the potential for decreased recurrence of disease. The Otolaryngology CO2 Laser must be able to perform and provide: • Atraumatic tool for no-touch dissection and removal of diseased tissue from healthy anatomy with a precision microsurgical instrument. • Flexible fibers that can deliver CO2 laser energy for minimally invasive surgery • Flexible delivery of CO2 laser energy to the human body, even in deep holes and previously tough-to-get-to regions. • Ability to alter parameters such as power level and distance from the tissue, ensuring the necessary effect precisely as and when desired. • Frequency-specific ABG outcomes at 4kHz It is anticipated that the proposed services will result in a Firm Fixed-Priced contract. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 532490 - "Other Commercial and Industrial Machinery and Equipment Rental and Leasing". The Small Business Size Standard is $35.5 million. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a Firm Fixed Price Contract for this requirement. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to deliver and maintain the equipment listed above. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information: Organization name, address, email address, Web site address, telephone number, and size (small versus large business) and type of ownership for the organization. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government. Interested Offeror shall respond to this Sources Sought Notice no later than 27 March 2017 at 3:00P.M MST All interested businesses must be registered in the Central Contractor's Registration (CCR) through the System for Award Management (SAM) at www.sam.gov to be eligible for award of Government contracts.
