Description
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) White Sands Test Facility (WSTF) will conduct Industry Day for the Environmental Compliance and Operations 2 (ECO2) - NNJ17609194L on Tuesday, April 18, 2017, at the Ramada Palms 201 E University Avenue in Las Cruces, New Mexico. The Government will also provide One-on-One communication opportunities by holding individual 30-minute time blocks that will be scheduled from 12:30 pm to 5:00 pm MDT on Tuesday, April 18, 2017, from 8:00 am to 5:00 pm MDT on Wednesday, April 19, 2017 and from 8:00 am to 5:00 pm MDT on Thursday, April 20, 2017. Please be advised meetings will be scheduled on a first-come-first-serve registration basis. Contract Description: The ECO2 effort is anticipated to provide environmental compliance, restoration, and sustainability services/programs for WSTF. The planned effort is expected to provide: • Environmental restoration program services including professional engineering and scientific support for large-scale groundwater treatment system operations, system maintenance requirements, groundwater monitoring, data analysis, field investigation and corrective action activities, modeling, and permit compliance. • Multi-media environmental compliance services including hazardous and solid waste management, air emission program management, wastewater system oversight, permit compliance, tank system compliance, natural and cultural resources management, drinking water compliance, regulatory review and strategy development, deliverable management, and regulatory agency reporting. • Sustainability program services including recycling, waste minimization, sustainable acquisition, chemical substitution, and pollution prevention activities. • General environmental operational support including overall program management, project planning and execution, schedule and budget management, safety and health program oversight, records management, procurement support, training oversight, IT resource management, and quality and environmental management system oversight. Industry Day Description: The ECO2 Industry Day is open to firms interested in pursuing contracting opportunities on the ECO2 procurement regardless if they have previously performed work at JSC/WSTF or at any other NASA facility. All interested parties are encouraged to participate in Industry Day. Attendance is neither required nor a prerequisite for proposal submission and will not be considered during the evaluation process of any subsequent request for proposal. The goals of the ECO2 Industry Day: 1. Provide industry an overview of the ECO2 requirements and the current way business is conducted. 2. Develop industry understanding of the Government's current vision and mission. 3. Promote competition and solicit feedback on the proposed acquisition. 4. Provide industry with the opportunity to communicate with the Government early enough in the procurement process to provide input into the development of the proposed ECO2 procurement plan (the Government intends to respond to all questions submitted in writing by posting questions and answers on a non-attributable basis to the ECO2 website: https://procurement.jsc.nasa.gov/eco2/ ). One-on-One Meeting Description : To facilitate interactive communications with industry, NASA personnel will be available for private One-on-One Meetings. NASA/WSTF will hold One-on-One Meetings with industry on Tuesday, April 18, 2017 up to Thursday, April 20, 2017 to discuss the anticipated ECO2 procurement. The meetings will be held at predefined time blocks with those interested parties that request a One-on-One meeting when submitting a reservation request. NASA will schedule the One-on-One Meetings on a first-come-first-serve basis. The One-on-One Meetings are intended to be question and answer sessions in which neither side will be making a formal presentation; recording (including, but not limited to, photo, video, and audio-recording) devices are prohibited. The following topics may be discussed during the One-on-One Meeting: 1. The general purpose of the announced procurement; 2. Any information about WSTF that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 4. Information that describes the Federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 5. Procurement-specific information already published, such as information contained in the acquisition forecast, draft Performance Work Statement (PWS), Data Requirement Deliverables (DRD) and per the Requirements Request for Information (RRFI) posting. Any postings concerning the ECO2 procurement may be accessed at the ECO2 website: https://procurement.jsc.nasa.gov/eco2/. Questions regarding the subjects below will not be discussed: 1. Proprietary or confidential business information of incumbent contractor(s) or other business entities performing similar or ongoing efforts; 2. Privacy Act-protected information, such as incumbent contractor employees' personal data; 3. Trade Secrets Act-protected information; 4. Speculation on what the Government might be looking for in proposals; 5. Different technical and management approaches; 6. Technical Efficiencies; 7. Any particular Government Emphasis; and 8. Incumbents' performance. ATTENDANCE LIMITATIONS: The One-on-One Meeting attendees is strictly limited to four (4) persons per company. Any company may request a One-on-One meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. Meetings will not exceed 30 minutes in length.
