Description
Background Information Sandia National Laboratories (SNL) has made an initial investment in the research and development of simulation software that computes the steady state, electrostatic response of electrically conducting oil field infrastructure (well casings, pipelines, tanks, storage tanks, etc.) and subsurface geology through finite element analysis (FEA). The method is covered by provisional U.S. patent 62/464,815 filed Feb 28, 2017. SNL is seeking commercial partners who are interested in investing further in the development of this technology to create commercial product that could be deployed for the benefit of the U.S. economy. SNL is a multi-mission laboratory operated by Sandia Corporation, a wholly owned subsidiary
of Lockheed Martin Corporation, for the United States Department of Energy's National
Nuclear Security Administration under Contract DE-AC04-94AL85000. Opportunity Description SNL is seeking collaboration with an industrial partner who has proven experience in the design, deployment and interpretation of electromagnetic geophysical experiments in an oil field setting. The objective of this collaboration would be the joint development of simulation and analysis software capability from Software Readiness Level (SRL) "Concept" to SRL "Ready for Deployment", as defined by Software Engineering Institute (http://resources.sei.cmu.edu/asset_files/technicalreport/2010_005_001_15305.pdf). Collaborators will work with SNL on the continued development and testing of FEA technologies and will provide a clear path to commercialization/deployment of the technology through refined product design, optimization and Quality Assurance. Qualified respondents will contribute resources, funds for FEA specialists (as needed) and in-kind support in the form of staff and facilities capable of handling and processing FEA results. Qualified respondents will have the option to obtain, up to and including, an exclusive license to the intellectual property for reasonable compensation as part of the agreement. What SNL Brings to the Collaboration SNL brings substantive experience in the design, development and deployment of computational solutions for geoscience applications. Our expertise includes FEA, finite difference and finite volume methods for simulating electromagnetic field propagation in realistic geologic settings. Our geoscience program objectives are informed by several branches of traditional geophysical sensing technology (seismics, potential fields, electromagnetics) along with novel imaging methods such as muon scattering. We will rely primarily on our industry partner(s) for development and deployment tasks that are product- and profit-focused. We would be pleased to have our partner(s) join existing relationships that we have established with other technology development and application-oriented organizations. Information Sought A detailed description of relevant background experience, expertise and capabilities that could be brought into a collaborative partnership with SNL is being sought. The following information is being requested. In addition, interested parties may provide additional relevant information as needed. •Description of experience in FEA and computational electromagnetics in geophysics •Description of other relevant expertise, experience and capabilities •Description of experience in taking software technology from SRL level "Concept" to "Ready to Deploy" •Description of past experience partnering with Research and Development organizations such as Federally Funded Research and Development Centers (FFRDCs), Universities, National Laboratories, or Government Laboratories and develop and sell products successfully. Instructions to Respondents Interested parties that meet the mandatory requirements listed below are invited to respond to this FBO. Any information provided in response to this FBO will not be returned. Any and all responses are voluntary and SNL will not pay for any information submitted in response to this FBO. Only electronic submissions will be accepted. Responses should be mailed to cjweiss@sandia.gov and should the FBO title and submitting organization's name in the subject line. Attachment size should not exceed 5 MB and only the following document types will be accepted (.doc,.docx and.pdf). Responses should he submitted electronically no later than 5:00 pm MDT on 3/31/17. Evaluation Criteria SNL will evaluate all responses and select prospective parties with which to engage in further discussions based on the following criteria, pursuant to SNL's Technology Transfer mission: Mandatory •Meet the DOE requirement of enhancement or accrual of economic and technological benefits to the U.S. domestic economy through the technology transfer.
 •Required by DOE in the Technology Transfer Act of 1989.
 •Provide experience, expertise, and capability using FEA and computational techniques familiar to the geophysics industry.
 •Present a clear, consistent, and comprehensive growth strategy on how the commercialization partner will become a global leader in electromagnetic geophysics for oil field operations.
 •Demonstrate a willingness and ability to fully adopt software development and deployment approaches best suited for electromagnetic geophysics. •Provide a business plan that specifies how SNL's FEA technology will be commercialized.
 •The business plan is an essential ingredient of successful technology transfer.
 •The breakdown on where the work will be done will help DOE fulfill its U.S. economic enhancement objective outlined in the DOE Prime Contract # DE-AC04-94AL85000.
 •The terms of the partnership must comply with Federal Export Control requirements per the Department of State.
 •This is embodied in the regulations in USC: Title 22 Foreign Relations and Intercourse and the DOE Prime Contract #DE-AC04-94AL85000.
 •A potential partner able to provide funds into SNL to dedicate selected Sandia staff to work side-by-side in commercialization efforts.
 •This would enable scientists, engineers, and technologists on SNL's computational geophysics team to provide substantive technical assistance in the commercialization effort. Desired •A U.S. firm able to enter into a CRADA agreement with SNL to develop specific software tools and techniques for electromagnetic geophysics.
 •Demonstrated experience, expertise, and capabilities in: the design, development, and deployment of software for electromagnetic geophysics •Proven experience in translating immature technologies (SRL 3 - concept) into market-driven products (SRL - deployment).
 •Demonstrated successful partnering and teaming relationships with R&D organizations.
 •Strong interest in commercializing electromagnetic geophysical technology in a global market, including the ability to maintain, finance, and defend international patent filings.
 •Willingness to further develop, protect, and commercialize improvements and new applications for electromagnetic geophysics.
