- NGA Pre-Solicitation Notice The U.S. Army Corps of Engineers (USACE) Kansas City District intends to issue a Two-Phase Design-Build solicitation for a single Firm Fixed-Price contract for the construction of the National Geospatial-Intelligence Agency's Next NGA West (N2W) facility in St. Louis, Missouri. Phase One of the solicitation is expected to be available late March/mid-April, 2017 on the FedBizOpps (FBO) website at www.fbo.gov. A Phase One Pre-Proposal conference (Via Webinar) for Prime Contractors will be conducted within 7-9 days after the solicitation is posted on FBO. Contract award is anticipated to be July 2018: however funds are not presently available for this acquisition and no contract award will be made until appropriated funds are made available. Also, no award will be made without the Federal Government completing all real estate requirements for this project. Real estate requirements are in the process of being completed. Phase One of the Two-phase solicitation will be posted on an unrestricted basis and both small and large businesses are eligible to respond. Key aspects of the N2W Program include: The design and construction of a facility comprised of multiple buildings constructed in accordance with Intelligence Community Directive (ICD) 705; a robust work environment; on-site support and amenity facilities; resilient communications; reliable power and cooling; and 24/7 Mission Critical Operational capabilities. The N2W facilities are anticipated to include the following elements on an approximately 97 acre campus site in St. Louis, Missouri: a. Main Operations Building (MOB) (approx. 800,000 sf) b. Central Utilities Plant (CUP) (approx. 40,000 sf) c. Structured Parking (PG) (approx. 992,000 sf) d. Visitor Control Center (VCC) (approx. 7,300 sf) e. Associated Site improvements (roads, utilities, perimeter security, etc.) f. Installation of Furniture, Fixtures, and Equipment (FF&E), g. Post Construction Transition to Full Operational Capability (FOC) Phase Services. The MOB includes open offices, operations areas, collaboration space, information technology rooms, amenities and other support areas. Construction consists of foundations and structure; seismic requirements; weatherproofing and exterior skin; electrical/mechanical service and distribution systems; fire protection, alarm and suppression; passive information technology infrastructure; electronic security systems infrastructure; and interior finishes, power, lighting, and environmental control. The MOB will include unclassified spaces as well as classified spaces with redundant primary power and Uninterruptable Power Supply (UPS) systems to ensure continuity of operations. Comprehensive interior design will be included in the technical requirements. The office building mechanical and electrical systems will be directly supported by the Central Utility Plant. At a minimum the facility will meet LEED Silver certification requirements and comply with both the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007. The facility requires site preparation, utility infrastructure, perimeter security measures and parking structure. Site infrastructure will include primary electrical service and substation, storm water, natural gas, water, sewer, and telecommunications. This will include coordination for connections with the local / regional utility service providers. Utility site construction will provide emergency backup power generation and cooling equipment. Site preparation includes standard clearing, grubbing, cut, fill, grading exterior lighting, and permitted environmental protection measures. Additional site work consists of roads, curb and gutter, walkways, and turf. Perimeter security construction will include perimeter fence, traffic controls and surveillance capabilities. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation and the contract will be awarded based upon a Best Value Trade-Off process. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. The North American Industry Classification System (NAICS) Code is 236220, (Commercial and Institutional Building Construction), with a small business size standard of $36.5 million in average annual receipts. The estimated construction magnitude is over $500,000,000. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The estimated performance period for completion of construction is 1460 calendar days from Notice to Proceed (NTP). Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. Offerors will be invited to submit a proposal subject to Project Labor Agreement (PLA) requirements (a PLA proposal), a proposal not subject to PLA requirements, or both. If a PLA proposal is accepted by USACE, the awardee shall be required to execute a PLA with one or more appropriate labor organizations for the term of the resulting contract. A Proposal Guarantee will be required with your phase 2 proposal in the amount of 20% of the Offeror's proposed price or $3,000,000, whichever is less. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.
