Description
STUDIO TECH II STUDIO I STUDIO LIGHT TECH STUDIO TECH III This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being advertised as a Full and Open requirment and is being issued under the authority of the Fedral Acquisition Regulation (FAR) Part 13.5 Simplified Acqisition Procedures. The Broadcasting Board of Governors (BBG)/Voice of America (VOA) an International News and Cable Network has a requirment to broadcast in its standards of operation, quality and distribution of programming. The facility has multiple control rooms and studios. The VOA Television Branch is unique and challenging given that programming is conducted in multiple languages, with show talent coming from many nationalities and cultures. The solicitation number is BBG50-RFQ-17-0005JR and is being issued as a Request for Quote (RFQ). This procurement is 100% Set-Aside for Small Business. The associated NAICS code is 515120 with small business with a size standard of $38.5 Million. All responsible sources may submit a quote, which shall be considered by the agency. Submit electronic proposals electronically to chill@bbg.gov. Regardless of method of delivery, it is the offeror's responsibility to ensure receipt of proposals by the time and date stated herein. The Broadcasting Board of Governors intends to award multiple Blanket Purchase Agreements (BPA) for broadcasting services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform broadcasting services at BBG/VOA Washington D.C. as defined in the Statement of Work (SOW). Description of agreement. This is a "Blanket Purchase Agreement" (BPA). It is established in accordance with Federal Acquisition Regulation (FAR) 13.303 and Subpart 16.7. A BPA is "a simplified method of filling anticipated repetitive needs for supplies or services by establishing ‘charge accounts' with qualified sources of supply." FAR 13.301-1(a). Refer to attached Scope of Work for description of the requirement to include dates and places of delivery, acceptance, call placement and award procedures and individuals authorized to purchase under the BPA. Period of performance. This BPA will have a performance period of a base and four (4) years, beginning with the date the agreement is signed. If the Government identifies your company as a qualified source of services and chooses to establish a BPA with you, you will be authorized to provide broadcasting services, in accordance with the SOW, when called by the Contracting Officer or their designated representative(s) during the period of April 15, 2017 through April 14, 2022. The BPA will be reviewed at least annually by the contracting office and may be terminated at any time within the five year period (subject to the 30-day notice requirement set forth immediately below) if the Contracting Officer determines that this is necessary. This BPA obligates the Government only to the extent that authorized calls are actually made against the BPA and then only when delivery against such calls has been completed. The Government will request services by ordering individuals call orders based on the need of the Government. Individual calls under this agreement shall not exceed $100,000.00 with an overall BPA limit of $500,000.00 *The Offeror shall submit a capabilities statement based on the CLIN structure provided in this Solicitation. The Contractor shall provide a narrative addressing technical acceptability. The narrative shall not exceed three (3) pages and a Complete Rate Sheet (These price lists will be good for one (1) year after contract award and will need to be updated on an annual basis). There is no page limit on the other items required by the solicitation. *SEE ATTACHED STATEMENT OF WORKS (SOW'S) Question Submission: Interested offerors must submit any questions concerning the solicitation no later than COB March 22, 2017 to enable the Buyer to respond. Questions must be submitted by email to J.R. Hill at chill@bbg.gov. Questions not received within the date specified may not be considered. Delivery Destination: As specified in BPA Call Orders. Contractors shall submit quote on company letterhead to include pricing for the requested services, with its unit price per hour, prompt payment terms, remittance address, Tax Identification Number, DUNS number, and Cage Code. Contractor shall submit completed clause 52.212-3, Offerors Representation and Certifications, Commercial Items. FAR 52.212-1 Instructions to Offerors - Commercial Items FAR 52.212-2 Evaluation - Commercial Items: Capabilities, Past Performance, and Price. Basis of Award - The Government will award a contract, from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price. Offeror's price proposals will be evaluated to determine price reasonableness. Prices which are excessively high or low may be considered unrealistic and unreasonable may receive no further consideration. A review of past performance will be conducted on this requirement. The quality and delivery classifications identified for a supplier in the Past Performance Information Retrieval System‐‐Statistical Reporting (CPARS) application ( www.cpars.gov ) will be used by the contracting officer to evaluate a vendors's past performance. In the case of a vendor without a record of relevant past performance history in CPAR'S for the services being procured, the vendor may not be evaluated favorably or unfavorably for its past performance history. The Government reserves the right to award without discussions or make no award at all depending upon (1.) the quality of proposals received, (2.) whether proposed prices are determined to be fair and reasonable and (3.) offer represents the best value to the Government.
