Description
Limited Sources Documentation DEA requires a one-year subscription to the Local Number Portability Enhanced Analytical Platform (LEAP), a subscription service offered by Neustar, Inc., which provides exclusive access to current carrier and related information associated with specified ported telephone numbers. The subscription will allow for an unlimited number of queries for data through a VPN/API setup. This service is provided only to qualified law enforcement agencies. DEA intends to use information acquired through LEAP for the production of subpoenas to be served on carriers in order to obtain end user information associated with the ported telephone numbers. Neustar, Inc. is the administrator of the Number Portability Administration Center (NPAC), a service management system governed, supported, and shared by competing communications service providers in the United States and Canada. NPAC maintains the only comprehensive database of current carrier information associated with a telephone number that has been ported, i.e., retained by the end user after switching carriers. This carrier information is needed in order to produce subpoenas to be served on carriers for end user information needed for DEA's law enforcement investigations. Because of NPAC's exclusive rights to current carrrier data for ported numbers, no other source is capable of meeting DEA's need. Accordingly, only Neustar, Inc. will be solicited for this requirement. A Limited Source Documentation is attached. Any interested party may respond not later than the closing date and time of this notice by providing a substantive description of how it can meet DEA's requirement, including a complete description of its service and data and information that the service provides, any system requirements for accessing and utilizing its service, and price. No other written solicitation of this requirement is available. DEA will consider any and all timely responses.
