Description
This is a Small business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources:(2) whether there are small businesses, HUBZONE small businesses, service disabled veteran-owned small businesses or (8a) small businesses, veteran- owned small business, woman-owned small businesses or small disadvantaged businesses veteran owned small businesses; woman owned businesses, or small disadvantaged businesses and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable code should not submit a response to this notice. Background Information The National Institutes of Health (NIH) is the nation's foremost federally funded biomedical research institution. It is comprised of twenty-seven Institutes, Centers and Divisions. The Warren G. Magnuson Clinical Center is the on-site 267-bed hospital for the NIH campus comprised of clinical, laboratory and administrative staff who support the Institutes as they conduct clinical research working with inpatients and outpatients participating in research studies at the NIH. The Department of Pain and Palliative Care provides services and research support to various institutes of the NIH collaborating on research protocols with institute physicians and health care professionals and conducting independent research that involve institutes patients. Some of the services are conventional and experimental medications evaluation,massage, hypnosis, acupuncture, relaxation, reiki, labyrinth facilities and services.for patients enrolled in the experimental protocols of several Institutes. The Department of Pain and Palliative Care Services provides support for several research protocols that demand Acupuncture Services. Many of these Services can reduce the pain some patients are having. The Clinical Center has a critical need to establish a contract for Acupuncture Services. NIH CC PPCS expects to provide any /all institutes with the highest quality of supportive pain symptom management using the acupuncture modality. Acupuncture has established a reputation as a very effective strengthener of the respiratory and immune system. In addition, its relief in pain levels is recognized almost immediately as the treatment begins. The contractor must develop effective working relationships with the team as well as the primary teams to ensure none of the care plans are in conflict or violate the rules and guidelines of various protocols studied at NIH. Purpose/Duties The purpose of this notice is to obtain information for Acupuncturist Services to perform services as required due to the pain symptom management purposes by government staff for patients here at NIH. QUALIFICATIONS • Graduate from an accredited medical school • Licensed in a state, territory or commonwealth of the United States or District of Columbia, with board certification/eligibility in Plastic Surgery. • Complete a minimum of three years of training in general surgery in an ACGME-accredited residency program (Accreditation Council for Graduate Medical Education) • Complete a minimum of two years of training in plastic surgery in an ACGME-accredited residency program CONTRACTOR DOCUMENTATION 1. The Contractor shall be a licensed medical physician and acupuncturist to practice in a state, territory or commonwealth of the United States or District of Columbia. 2. The contractor shall be credentialed by the Rehabilitation Medicine Department (RMD) Credential Committee. NIH employees/contractors are required to complete a credentialing packet with all requested materials due by the 45th workday. During the interim, the contractor shall be given temporary work privileges until the credentialing committee approves the packet. Re-credentialing is indicated by the Administrative Officer after the initial review. Medical tests required for credentialing will be paid for by RMD. 3. The contractor shall be responsible for providing standard limits of $1,000,000 to $3,000,000 malpractice insurance and shall be certified and maintain certification in CPR. Documentation to be submitted to the Government upon award. SCOPE OF WORK The contractor shall indemnify the Government for any liability producing act or omission by the contractor during the contract performance. Contractors shall not be considered at any time employee of the Federal Government for any purpose. Variable surgical caseload precludes the NIH from establishing a set schedule, however for scope purposes it is estimated 15 procedures of various degrees of complexities will be performed during the initial 12 months. The contractor shall comply with all hospital policies and requirements established by the Joint Commission on the Accreditation of Healthcare Organizations. All services will be provided in the NIH CC Pain and Palliative Care Clinic on IN-patient Units and day hospital on, Hours of work are Monday through Friday, 8:00 a.m. through 3:30 p.m. Services may be requested in isolation for highly infections concerned patients. Location: National Institutes of Health Clinical Center, Building 10 Pain and Pallative Care Services Bldg 10CRC, Room 2-1733 10 Center Drive MSC 1512 Bethesda, MD 20892 AVAILABILITY OF SERVICES Provide professional Acupuncture Services at the NIH Clinical Center upon the request of the PPCS Interdisciiplinary team. These servies will scheduled at a mutually agreed upon time by all parties involved. All coordination of cases will be the responsibility of the PPCs team. Services shall be conducted within the designated clinics in the NIH Clinical Center. NIH shall provide and maintain all equipment and supplies necessary for the contractor to carry out the services as specified herein. Medical drugs and supplies required for patient use will be supplied by the NIH Capability Statement is to include: Information regarding respondents; (a) staff expertise, including their availability, experience and informal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts; references, and other related information: • Respondents, DUNS number, organization name, address, point of contract, and size and type of business (e.g.8(a), HUBZone, etc) pursuant to the applicable NAICS code; • Respondents; technical and administrative points of contract including names, titles addresses, telephone and fax numbers and email addresses; No phone calls please Email-ipayne@nih.gov DISCLAIMER AND IMPORTANT NOTICES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, a pre-solicitation synopsis and solicitation maybe published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a future solicitation.
