- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Diamond Antenna and Microwave Corporation repair of seven (7) rotary Joint, Azimuth, 4 Channel, Diamond Antenna & Microwave, PN: BS-2000-110-000, ASN: R400-2A1A3A9 for the NOAA National Reconditioning Center in Grandview, MO. Justification for Sole Source The NEXRAD readar system provides the capability to detect severe weather, including tornados, and give weather observers and forecasters the ability to issue early warnings to the general public and aviation users. The rotary joint is an electromechanical device that allows the transmission of Radio Frequency (RF) signals from a stationary to a rotating structure between the antenna pedestal or dish frame and the antenna dish. Failure of the rotary joint can cause loss of the RF to transmit or receive signals. This would result in the failure of the radar and loss of any severe weather early warning capability which could result in the potential for loss of life or property. The rotary joints were manufactured by Diamond Antenna and Microwave Corporation utilizing proprietary information and technologies. The manufacturer holds proprietary rights to the technical documentation as well as any intellectual property rights to the rotary joints. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide repair of the rotary joints may submit substantiating documentation in writing within ten days of this notice. Responses can be sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
