- VA244-17-Q-0445 QUESTIONS / CLARIFICATIONS Q: On the Attachment, EXCEL spreadsheet for pricing, does the Quantity Column represent Monthly or annual usages? Columns represent monthly total. Q: On the Attachment, EXCEL spreadsheet for pricing, does the Rental Column represent Monthly or annual usages? NOTE: This is important, because rental could be monthly or daily, and the figure presented in ATTACHMENT, would mean, for example, the very first row, ARGON SIZE 40 has a quantity of 10 and a rental of 10 does this mean the GOV estimates only using 10 ea for the entire year, as well as if the rental is 10 is that 10 rental charges for 12 months, or 10 monthly rental charges for (for example) 1 cylinder being in place for 10 months of the year, if this is so, that would mean that two of the months per year would have no Argon on site, and this does not stand to reason? See corrected pricing spreadsheet. Q: How does an offeror represent their pricing? Is it (5) Separate Attachment B s for Base Year thru Option 4, or is it one figure on Page 6 of 79 that represents a lump sum price for that year? Page 52 of 79 under INSTRUCTIONS TO OFFERORS requires the vendor to fill out ATTACHMENT shouldn t we fill out (5) ATTACHMENT representing (5) Contract years? Page 8 of 79 SCOPE OF WORK Para 1.2: What document does the schedule refer to when delineating GOV OWNED (G) and CONTRACTOR OWNED (C) Cylinders? Pricing should be filled out on in both places, Section B represents total pricing. The Attachment would be the breakdown for each item. Q: Was the VAMC Butler PA omitted from this RFP intentionally? Yes Q: When reviewing ATTACHMENT - PRICING, how does a vendor know if the cylinders listed are GOV (G) owned or Contractor owned (C)? NOTE: When reviewing the ATTACHMENT, do the Columns that have no estimated rental quantity denote that those Line Items are GOV Owned (GFE) Cylinders? If true, this would mean that the entire Pittsburgh and Wilmington, VA have zero contractor owned cylinders and this would be a very odd occurrence (respectfully not probable)? If the facility has GOV (G) owned tanks it would be indicated on the spreadsheet. No it does not mean the G owned. Pricing explanation is in column H.(For example Liquid Nitrogen is usually priced per liter). Please quote according to how your company will provide the medical gas cylinders. If they are different from the spreadsheet just make a notation. Q: in ATTACHMENT - PRICING, is Liquid Nitrogen priced by the liter? Liquid Nitrogen is usually priced per liter. Please quote according to how your company will provide the medical gas cylinders. If they are different from the spreadsheet just make a notation. Q: on the ATTACHMENT PRICING, the follow remarks conflict with the annual usage (pasted below), the Nitrogen NiNF200 has a quantity of 240 per year, and rental of 240, yet the remarks denote a usage of 130 per week? Q: Could we get a part number and manufacturer for, and a picture of the Pittsburgh Unique integral regulator? Is this required at all Pittsburgh facilities? This items will be Contractor supplied. Yes Q: Page 10 of 79, how does a contractor bill for GOV Owned Cylinder 5 and 10 year hydrostatic testing I did not see a CLIN for that on the ATTACHMENT B? Are we leaving paragraph 6.2 Page 12 of 79 undefined? Recommend a CLIN for GFE Cylinders for inspection, especially if there are a significant amount of GOV Owned Cylinders? If you a different price for G owned and C owned equipment make a notation on the pricing spread sheet. Q: Can the GOV confirm the submission media is it an emailed submission or hardcopy mailed to the VA POC? Quotes can be emailed to me (andrea.aultman-smith@va.gov). My email is listed on page 4 of the RFQ. Q: Request adding an Emergency Delivery Fee CLIN, and quantifying what constitutes an Emergency Delivery, as the contractor incurs costs by rerouting/substituting product to meet an emergency situation. If not, how does the vendor respond to a same day or next day delivery when the SOW says within 5 days, i.e. what constitutes an emergency order (which happens quite frequently in the MED GAS arena). If you have a delivery fee for emergency indicate on pricing chart. Q: Can to GOV provide information concerning the authorized transition period applicable to a Regional/VISN wide contract such as this (8 Facilities PITT is 2)? Each location will require a comprehensive inventory between the incumbent/GOV to reconcile cylinder balances (outgoing contractor responsibility, but a key factor to identify how many and what types of cylinders need to be delivered on the first order. Additionally, this validates on hand requirements for cylinders types/quantities (normally 90 days to have all VISN facilities transitioned to allow for GOV priority of transition). In turn, the awardee must order the replacement cylinders in the required types and quantities. Hence -- what is the authorized transition time/i.e. GOV expectations? Once awarded, a vendor must conduct initial interface with the COR/Facility, validate requirements, and GFE/CONT OWNED requirements, and then order product which can take up to 4 weeks. Once on hand, the awardee must coordinate with each facility to conduct a transition? We did not see transition addressed in the SOW? PLEASE NOTE: That without a defined transition period, this tends to provide an unfair advantage to either the incumbent contractor, or the subcontractor of the incumbent who may, or may not be, performing to standard for the VA. Transition is addressed in the RFQ on page 12 of 79 Section 7.
