- Call for SF330 s PIC-Admin-Shelter-Columbariam-Flag Assembly VA National Cemetery Administration (NCA), Zachary Louisiana The Department of Veterans Affairs, National Cemetery Administration is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for Project No. 870CM3028, Project Title: PIC-Admin-Shelter-Columbariam-Flag Assembly to support the VA National Cemetery Administration (NCA). The project will be located at the Louisiana National Cemetery in Zachary Louisiana. The applicable North American Industry Classification System (NAICS) Code is 541330, title, and the small business size standard is $15M. This design effort includes, but is not limited to, providing Schematic Design (SDs), Design Development (DDs), Construction Documents (CDs), necessary to construct items listed in the following Scope of Work: SCOPE OF WORK: 1.1 Introduction This document contains information and submission requirements for preparation of Construction Documents for the Public Information Center(PIC)-Administrative Building, Committal Shelter, Columbaria, Flag Assembly, Memorial Walk, along with associated roads, including Salvant Road paving (beginning from W. Mount Pleasant Road up to 500ft beyond the cemetery Maintenance Facility) or as needed to prevent dust accumulation into HVAC intake from the unpaved area. Work also includes within the project site, curbs, landscaping, signage, drainage, utilities, site furnishing, and irrigation. All work shall be designed per NCA Design Criteria. The A/E shall be a Service Disabled Veterans Owned Small Business (SDVOSB). This project is a set aside project for a SDVOSB A/E firm. 1.2 This Scope of Work identifies specific Elements and Requirements/guidance of Submission. Specific information on contract deliverables is prescribed in VA Program Guide PG-08-15, Volume D, "Minimum Requirements for A/E Submissions". PART 1: CONSTRUCTION DOCUMENTS 1.1 Requirements Architect / Engineer (AE) services will consist of those services performed by the AE, their employees and consultants. The AE will prepare for review and approval by the Government construction documents consisting of drawings and specifications as needed to ascertain and describe the project and such other elements as may be appropriate for the successful competitive bidding for construction. The A/E shall follow the NCA Design Criteria and Program Guidelines. 1.2 Responsibilities The A/E is responsible for the quality, accuracy and completeness of the documents and is required to meet or exceed the scope of this document. The A/E is responsible for coordinating the documents to eliminate errors and omissions and for producing a complete set of documents in accordance with standard professional practices. 1.3 Project Goal and Scope The goal of this project is the preparation of the Construction Documents for the PIC-Admin building, Committal Shelter, 1,000-Niches Columbaria, 500-Markers Memorial Wall, Flag Assembly, Memorial Walk, along with associated roads, curbs, landscaping, signage, drainage, utilities, irrigation, any other infrastructure needed for normal operation, and also including Salvant Road paving needed to eliminate dust created by commercial trucks. The Salvant road paving shall begin from W. Mount Pleasant road up to about 500ft past the cemetery Maintenance Facility. The length of paving shall be enough to avoid dust from unpaved road reaching the Maintenance Building HVAC intake. The A/E shall work with the County, and the City of Zachary to make this paving work completed successfully, including obtaining permit approval. Curbs are not needed for the Salvant Road paving, but are needed within the cemetery. The design shall meet sustainability, current energy Executive Order, and LEED requirements. The HVAC design shall meet the latest Guiding Principles for New Construction and modernization Evaluation Criteria. For new construction, ensure energy efficiency is 30% better than the current ASHRAE 90.1standard. Use energy efficient products, as required by the statute. The Admin Building shall meet LEED equivalency, but non reportable. Marble niche covers shall be furnished by the government but shall be installed by the contractor. Public restroom shall include a family room. Existing drawings of the original design for the PIC-Admin, columbarium and shelter shall be provided to the successful SDVOSB A/E. These drawings would require some redesign/revisions. The A/E shall use the drawings as a guide. 1.4 Government Provided Material Louisiana National Cemetery Master Plan Drawings. 1.5 Environmental Compliance An environmental assessment was prepared for the site. No further environmental work is required. 1.6 Historic Compliance Louisiana SHPO notification of intent without adverse action is needed. The site was previously approved for development by Louisiana SHPO. The A/E shall prepare the required consultation documents and seek SHPO approval for the project. 1.7 Asbestos Abatement/ Lead Paint Removal No asbestos or lead abatement is required. 1.8 Accessibility All features (this does not imply gravesites in lawn areas) of the development shall be fully accessible to physically disabled persons, in compliance with the Americans With Disabilities Act-1990 (ADA), Architectural Barriers Act of 1968, as amended, and all other applicable policies governing barrier-free access. To achieve compliance, the National Cemetery Administration uses as its standard for building and facility design the Uniform Federal Accessibility Standards (UFAS). All aspects of compliance are to be discussed and exceptions may apply based on site conditions. The AE shall design to avoid handicapped access ramps; instead all features shall be accessible with flush curbs or similar design. The intent is to mainstream access rather than handle it as a special situation. 1.9 Wetland Survey Wetland survey is not required. 2.0 PROJECT ELEMENTS 2.1 Topographic Survey The A/E shall develop a topographic survey as base information for the subject property and will base survey on existing property and township benchmarks. 2.2 Geotechnical Survey 2.2.1 The A/E shall develop geotechnical data. 2.3 Interment areas 2.3.1 The A/E shall prepare site plans for columbaria wall with marble niches development. The niches shall be government-supplied, but installed by the contractor. 2.3.2 Edges of burial sections shall be ten (10) feet from roads and twenty feet from site boundaries or perimeter fence lines. 2.3.3 Site furnishings shall be Victor Stanley or approved equal. 2.4 Grading Provide as needed. 2.5 Landscaping The planting design will develop patterns of open, closed, or semi-enclosed spaces. Landscaping is limited to trees and turf. No shrubs or ground covers are allowed. Specify trees that are native to the area and already known to thrive there. Sod shall match existing. 2.6 Irrigation 2.6.1 The irrigation design shall be complete, and tie-in to the existing. 3.0 CONCEPTUAL DRAWINGS SUBMITTAL Upon completion of the topographic survey, the A/E shall provide conceptual grading plans showing flow arrows and percent slopes; and also conceptual layout of the columbarium. All design layouts (columbarium, building, etc) to be reviewed and commented on for revision prior to beginning 25% submittal. Grouping, arrangement, and orientation to be delineated at this submittal. The A/E shall provide 3 concepts for the columbarium layout. Three (3) revisions/re-submittal is included to address these three characteristics for the columbarium, but only one concept, one revision/re-submittal for the rest. 4.0 25% CONSTRUCTION DOCUMENTS COMPLETION SUBMITTAL Information for this submittal should be completed to a level that indicates an understanding of the project goals and the project elements. At this submittal items should be presented as to what is to be constructed. The intent is to allow the reviewer to at least be aware of the fact that the AE has considered the item and is estimating for it. Final layout to be reviewed and commented on for revision prior to beginning 95%. Slight modification may be incorporated depending on impacts of other design components. 4.1 Cover Sheet Drawing Submit the completed cover sheet. Cover sheet shall have the standard VA Logo with agency name next to it. Cover sheet must show the name address and phone numbers of AE and all sub-consultants. Show project name, project number, vicinity map, location map, sheet index, and gravesite yield schedule. 4.2 General Phasing Drawing Submit a partially completed phasing, traffic control, access and staging area drawing. This must clearly consider how roads would be closed and access maintained during construction. The plan must give the director a complete understanding of the impacts this project would have on the day to day going in and out of the site. 4.3 Subsurface Investigation and Survey Drawings Submit topographic and geotechnical surveys. 4.4 Demolition Drawings Submit the partially completed demolition drawings. 4.5 Architectural Drawings Submit the partially completed architectural drawings. 4.6 Civil Engineering Drawings 4.6.1. Submit partially completed layout plans, showing location of all proposed work, drainage inlets, and other items. Include gross dimensioning of major elements of the site design. 4.6.2. Submit rough grading plans of the project site. Include critical spot elevations. Show rim elevations on all storm drainage structures. Show suggested erosion and sediment control. 4.6.3. Show construction staging; phasing and contractor access route and contractor parking based upon MSN and Cemetery Director s recommendations. 4.6.4. Extensions of or additions to the existing Roadway networks are not anticipated as part of this scope. 4.6.5. Submit proposed building and columbarium locations, roads, demolition, entrances, exits, and all mechanical and electrical components at grade. 4.7 Landscape Architecture Submit a partially completed planting plan with symbols showing location of all trees, shrubs, planting beds and lawn seed mixture. The planting schedule should show common name, genus and species. 4.8 Erosion Control Drawings Submit a partially completed erosion control and storm drain lines. 4.9 Irrigation Drawings Submit partially completed irrigation drawings showing gross irrigation layout for mains and sub mains and a typical head layout for each type of watering condition. Show points of connection, head layout, pipe sizes, valve sizes, and all appurtenances. Layout of irrigation plans must be drawn to match irrigation controller coverage. Show water demand calculations. 4.10 Storm Sewer Drawings Submit partially completed drawings. Entire system analysis is required as part of the work. 4.11 Structural Submit partially completed structural drawings. 4.12 Heating, Ventilating & Air Conditioning Submit partially completed HVAC drawings. 4.13 Plumbing Show location of all proposed plumbing features including watering stations and plumbing features in all buildings. Watering stations shall be Murdock VA type. 4.14 Electrical Submit partially completed electrical drawings. 4.15 Cost Estimating Submit a construction cost estimate. All items must be accounted for; lump sum items for things that are quantifiable are not acceptable. 4.16 Specifications Submit edited specifications. Submission will depict completed edits w/o markup. District and VACO to agree on Master Format to be used (16 Division or 49 Division) prior to commencement of 25% submittal. 4.17 Color Boards Submit color board(s) and shall be 24 by 36. Each board will be labeled with the project name, project number, location, name(s) of the A/E firm(s) and if necessary, applicable building name (s). Each board will be clearly labeled above the title block, what submission it is corresponding to the required submissions in this scope of work. Arrange board in logical manner to indicate finished and materials from floor to ceilings. All color/material samples shall be securely fastened to board(s). Each sample shall be clearly labeled with the finish code. Each finish code will be keyed to the color/finis schedule on the drawings. The board shall show sample finishes and colors for all exterior and interior building and site materials. Show finish schedule on the architectural drawings for each building and reference it to board and vice versa. Signage is a requirement in this project and shall be directional/way finding, and at the site. See the VA signage requirements for guidance. Signage shall match existing. Sequencing Plan Submit a sequencing plan, CPM or Microsoft Project, and narrative of construction explaining impacts on the local environment and traffic. Show staging areas, construction access, contractor parking. Plan shall be general in nature but thorough enough to address issues related to cemetery entrance and exits, utility issues, etc. 5.0 95% CONSTRUCTION DOCUMENTS COMPLETION SUBMITTAL Submit all previous submitted items and show completion of information for this submittal to a level that indicates the design is ready to be advanced for construction solicitation. Specifications should be completed. 6.0 100% CONSTRUCITON DOCUMENTS COMPLETION SUBMITTAL This is the final submittal reflecting all changes, comments and concerns of the 95% review. This submittal will be used for construction. 7.0 SUBMITTAL REQUIREMENTS 7.1 Sheet size Drawings are to be made using the standard VA base sheet that will be provided to the A/E by the Project Manager. Sheet size is 30 x 42. No half-size submittals are allowed. All drawings shall be bound, along the left margin, into sets in the order of the drawing symbol list contained in this scope. 7.2 Submittal Labeling All sheets as well as all materials submitted must be labeled above the title block with the name of the submittal, i.e. 25 % Construction Documents Submittal. Unmarked material will be discarded and the AE will be required at their expense to resubmit correctly labeled material. All sheets must have the title block completely filled in for each submittal, including the drawing count information. 7.3 Drawing Symbol Identification Symbol Discipline X - Cover Sheet B - Sub Surface Investigation and Survey Drawings D - Demolition Drawings [Site] L - Site Development and Environment Drawings W - Sanitary Drawings I - Irrigation Drawings ASB - Asbestos Removal Drawings Bldg. # Architectural Drawings S - Structural Drawings H - Heating, Ventilating, and Air Conditioning Drawings P - Plumbing Drawings E - Electrical Drawings 7.4 Graphic Standards 7.4.1 Plans must clearly demonstrate what is new work and what is existing and what is to be demolished. New work must be graphically bolder (darker) than existing work. Dashed lines shall show demolition work. ALL lettering must be a minimum of 1/8 inch high. 7.4.2 All sheets will have the same north arrow orientation. North shall be oriented to the top of each plan sheet. Each sheet having a drawing that requires it will have a north arrow on the sheet. Drawing scales must be indicated on each sheet in both written and graphic form. Each sheet will be clearly labeled above the title block, what submission it is corresponding to the required submissions in this scope of work. Each sheet will have a key map for locating and orienting individual drawing sheets to the whole site. 7.4.3 Drawings using match lines must not overlap information. All information must stop at the match line and resume at the corresponding match line. 7.4.4 Detail sheets will be organized logically and present the material intended in an orderly way, for example, head, jamb and sill will be arranged as such from top to bottom, not randomly placed on the sheet as space allows. Items with plan, front and side views will be arranged in that context to one another. Each detail must be clearly labeled and the scale indicated. 7.5 Computer Aided Design and Drafting (CADD) Computer Aided Design and Drafting (CADD) shall be in accordance with the CADD/GIS Technology Center standards the standard includes presentation graphics, level/layer assignments, electronic file naming, and standard symbols. (http://tsc.wes.army.mil/products/standards/aec/intro.asp) AE may work in AutoCAD. 7.6 Studies/ Analyses/ Estimates 7.6.1 Submit 8 ½ x 11 copies of all non-drawing items. All reports will be labeled with the project name, project number, name(s) of A/E firm(s), date and title of the report or estimate. Foldout sheets, up to 11 x 17, for graphics may be incorporated in the reports. 7.7 Distribution of Submittals 7.7.1 Recipients: Paper PLANS Mylar Plans Electronic CADD COST EST. CALCS. STUDIES/ REPORTS NCA Project Manager 1 full size set and 1 half size set. 1 set 1 CD 1 Set 1 Set 1 Set NCA District Engineer 1 full size set and 1 half size set. 1 CD 1 Set 1 Set 1 Set NCA Cemetery Director 1 full size set. 1 Set NCA Technical Staff 1 half size 1CD 1 Set 1 Set Note: Paper plans are submitted for all submittals. The A/E shall submit the bid set with all professional seals as both hard copies, as well as electronic saved on a CD. A Mylar set (as built or record drawings) is the final set that will be submitted, including electronic version both pdf and CADD, and hard paper copies after completion of the construction project. 7.8 Submittal addresses and contact information: Shall be provided when an award selection is made. 7.9 SCHEDULE: The A/E shall complete all construction documents work in 270 calendar days as follows: Provide concept development drawings 14 days after completion of topographical and geotechnical surveys. The topographical and geotechnical work must be immediately scheduled after notice to proceed. Submit 25% Construction Documents 60 days after approval of concept drawings. Submit 95% Construction Documents 60 days after final agreement of Government comments on previous submission. Submit 100% Construction Documents 14 days after receipt on Government comments and A/E response on previous submission. Submit bid set 7 days after approval of the 100% submission. 8.0 REVIEWS All comments and changes would be coordinated through the NCA Project Manager. If the AE makes changes or modifications based on comments from VA entities other than the Project Manager, the AE is at risk and at their own expense will revise the changes. The VA will review each submittal and return comments to the AE within two weeks. AE must respond in writing to all comments within one week of receipt of VA comments. Subsequent work shall reflect outcome of review and changes made based on VA comments. VA will de-conflict review comments prior to return of consolidated comments to A/E. A/E will work directly with NCA Project Manager to determine where conflicts occurs among respondents. Late comments following review period or comments on elements shown in a previous submission will be examined on a case by case basis for impact on scope and schedule. 9.0 BIDDING/NEGOTIATION SUPPORT The A/E shall provide bidding support. This support includes but not limited to pre-bid meeting at the site, responding to bidders questions, and providing written answers to bidders questions to the COR. 10.0 CONSTRUCTION PERIOD SERVICES Construction period services will be obtained under a subsequent RFQ. The contract work requires multiple disciplines. The Prime firm shall be a licensed/registered professional firm. The disciplines required include, but are not limited to: Architectural, Civil, Irrigation, Interior Design, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Sustainability, Security, IT/Data, Construction Cost Estimating, Signage/Way-Finding, Landscaping and Geotechnical. Under the Veterans First Contracting program, as required by 38 U.S.C. 8127-8128, and as implemented under VA Acquisition Regulation (VAAR) subpart 819.70, this procurement is a total Service Disabled Veteran Owned Small Business (SDVOSB) set aside. The term Service-disabled veteran-owned small business (SDVOSB) under the Veterans First Contracting program has the same meaning as service-disabled veteran-owned small business concern defined in FAR subpart 2.101, except for acquisitions authorized by 38 U.S.C. 8127 and 8128 for the Veterans First Contracting Program. To be eligible for award under the Veterans First Contracting Program, in addition to meeting the NAICS code small business size standard, these businesses must be listed as verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.gov. To be considered for this procurement, all SDVOSB firms that submit Standard Form (SF) 330s must be listed in the Veterans Information Page (VIP) as a verified SDVOSB. Offers from unverified SDVOSBs are considered deficient and will not be evaluated further. A firm s status will be verified in VIP at time of receipt of the SF 330, prior to conducting evaluations/interviews/discussions, and again, prior to award. This set aside process is in keeping with VA Procurement Policy Memorandum 2016-05 Implementation of the Veterans First Contracting Program, FAR Part 19, and the requirements of FAR 36.6 for acquiring Architect-Engineer Services. This notice serves as the Governments call for Standard Form (SF) 330s from interested SDVOSB Architectural/Engineering (A/E) Firm concerns. Firms that meet the requirements described in this announcement are invited to submit one (1) electronic copy of their SF-330 package via e-mail to Ms. T. Velvet Abercrumbie at Teasha.Abercrumbie@va.gov and four (4) hard copies by 4:30 pm EST April 17, 2017. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. Part II shall be submitted for each proposed consultant s office involved. The Government will evaluate SF-330 s received in response to this notice to identify at least (3) of the most highly qualified SDVOSB firms to perform the required services. The Government will then hold discussions/interviews with the most highly qualified SDVOSB firms based on the following evaluation factors. The following evaluation criteria, listed in descending factor order of importance and weight, will be used for both the SF330 evaluation and when conducting discussions/interviews. When combined, sub-factors represent the overall score for the factor. Factor 1: Professional Qualifications (35 pts) Subfactor 1A - Professional qualifications necessary for satisfactory performance of A/E services necessary to complete the type of work required (20 pts) Subfactor 1B Reputation and standing of the firm and its principals with respect to interaction with clients, general management, and cooperativeness (15 pts) Factor 2: Specialized Experience and Technical Competence (25 pts) Subfactor 2A - Specialized experience and technical competence in the type of work required, including experience in energy conservation, pollution prevention, waste reduction, the use of recovered materials, and LEED certification (15 pts) Subfactor 2B - Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team (10 pts) Factor 3: Capacity to accomplish the work in the required time (20 pts) Factor 4: Past Performance (15 pts) Subfactor 4A - Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (10 pts) Subfactor 4B - Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (5 pts) Factor 5: Location (5 pts) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. The evaluation board will prepare a selection report recommending at least three firms, in order of preference based on the combined SF330 and discussion/interview score, that are considered to be the most highly qualified to perform the required services. The selection authority shall review the recommendations of the evaluation board and shall, with the advice of appropriate technical and staff representatives, make the final selection. This final selection shall be a listing, in order of preference, of the firms considered most highly qualified to perform the work. If the firm listed as the most preferred is not the firm recommended as the most highly qualified by the evaluation board, the selection authority shall provide for the contract file a written explanation of the reason for the preference. All firms on the final selection list are considered selected firms with which the contracting officer may negotiate in accordance with FAR 36.606, beginning with the most preferred firm in the final selection. If a mutually satisfactory contract cannot be negotiated, the contracting officer shall obtain a written final proposal revision from the firm, and notify the firm that negotiations have been terminated. The Contracting Officer will then initiate negotiations with the next firm on the final selection list.
