Description
The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Briggs Group LLC for Numerical Modeling & Evaluation of Deep-Draft Vessel Vertical Motion for Formulation of Channel Design Improvements. No competition is being sought. CADET (Channel Analysis and Design Evaluation Tool) is a numerical model developed for estimation and evaluation of vertical motion and margins for underkeel clearance of deep-draft displacement hulls when operating in the offshore or approach channel environment. Its practical deployment within USACE is relatively new with the first instructional workshops being administered only over the past year. The software was developed with the assistance of the U.S. Naval Surface Warfare Center (Carderock Division or NAVSEA-Carderock) and contains algorithms and logic considered proprietary and as a consequence, it currently cannot be released to the public or private sector. It is also now the preferred and designated software for evaluation of vertical vessel motion by the USACE hydraulic engineering community of practice (COP). Related needs primarily stem from interim review of tentative plan formulation and in-process technical review that the influence of wave action in the offshore channel environment should be more thoroughly and carefully evaluated to ensure that sufficient margins for underkeel clearance are incorporated into channel design to allow for acceptable levels of safety and to acceptably minimize probability of vessel grounding. In the past few months, technical oversight by the Norfolk District indicates project study efforts for Norfolk Harbor (Virginia) which are already in progress would incur benefit from application of CADET for vessel vertical motion studies. Given the circumstance that subject studies are in process and that schedules are critical combined with the relatively new deployment of CADET software (and that it cannot presently be provided to the private sector), the most qualified individuals to apply and oversee the competent application of the software presently are the instructors who have been involved in the development of the software and support the CADET technical workshops. Briggs Group LLC is uniquely qualified given its familiarity with USACE requirements for waterway design. Briggs Group LLC was recently under contract to the Institute for Water Resources of USACE to serve as the senior instructor for the CADET technical workshops and, given the preceding information, represents the only technically qualified source of expertise presently available and needed to support work efforts for application of CADET to in-process studies of Norfolk Harbor. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Briggs Group LLC.
