Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issues. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. No partial quotes will be considered. No partial award will be made. The solicitations number is DJF-17-0700-PR-0005599 and is issued as a request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instruments Manufacturing, with a small business size standard of 500 employees. The resultant contract will be a Firm-Fixed Price (FFP) contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This requirement will be awarded as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. Technical Requirements: The Federal Bureau Investigation (FBI, Laboratory Division (LD), Trace Evidence Unit (TEU) has a requirement for an Inductively Coupled Plasma Mass Spectrometer (ICP-MS) to be attached to a 213 nm LA system to make a complete LA-ICP-MS system. The ICP-MS purchased must be capable of allowing sample introduction using a 213 nm LA system and must come with a dedicated physical connection capable of connecting the LA and ICP-MS processes. All peripheral hardware and software necessary for a complete, functioning ICP-MS system that connects with a LA system must be included with the instrument regardless of whether it is specified in this requirements list. Minimum technical requirements are as follows: • Bench top model instrument • Digital, solid state 27 MHz RF generator with variable frequency impedance matching; RF power range between about 500 W to 1600 W • Automated, computer controlled instrument start-up and shut-down • Computer controlled gas control • Borosilicate glass concentric nebulizer with low sample flow rate, 400µL/min or better • Peltier cooled, high purity quartz spray chamber, cyclonic or equivalent • Low pulsation, high precision peristaltic pump, 10 roller or better • Single piece, quartz torch, self-aligning injector, and computer controlled plasma positioning in three dimensions • Ni sample and skimmer cones designed for low backgrounds, high matrix tolerances and high ion transmission • Collision/reaction cell designed for optimal interference removal/reduction • Quadruple mass analyzer with low abundance sensitivity, covering the range of at least 2-260 amu • Ion detection system with linear dynamic range of at least nine orders of magnitude • Workstation PC with Windows 7 or better, large, TFT LCD monitor, optical mouse, keyboard • Instrument controlling software compatible with Windows 7 • Physical plug-in that allows for two way communication between the ICP-MS and the acquired LA system • Water recirculator that is separate from the instrument chassis and can be placed away from the instrument • Additional gas kit for carrier gas with computer controlled mass flow control and fittings to transport ablated material from the LA system to the plasma • Laser ablation adaption kit/dual mode interface kit • Tuning solutions kit • One year warranty or better for defects, errors, and failures in hardware or software not caused by operator abuse. • Guaranteed connectivity between ICP-MS and LA System with compatible software Shipping: Deliveries under this order shall be FOB destination. New instrument only, and a model currently in production only, no grey market or refurbished products or demonstrator instruments will be accepted. Items must be in original packaging, never used, and not altered in any way. Components of the requested equipment must be manufacturer-approved and may not be compatible, remanufactured, or refurbished equipment. All items must be procured through a manufacturer approved distribution channel. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels upon request. Additional requirements: Procurement of the ICP-MS shall include installation, and a two- day onsite training course. It shall also include standard servicing and telephonic customer support. Servicing shall be provided by service engineers trained on this specific instrument. The selected vendor shall offer application and method development support from the operation in the United States. The vendor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of the iCP-MS provided to the Government by the vendor. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (APR 2016). FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2015) applies to this acquisition. Offerors are hereby notified that if quotes are not received by the date, time and location specified in this announcement, they will not be considered. Telephone requests will not be allowed. All offers must be valid for 60 calendar days from the closing date for this solicitation Quotes must include pricing and product description for each line item listed in the attachment. Quotes may be sent via company standard quotation form but must include the following information: Tax ID#, DUNS#, Cage Code #, Point of Contact with e-mail address and telephone information. Evaluation factors: Award will be made to the lowest price, technically acceptable (LPTA) Offeror. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
