Draft Performance Work Statement THIS IS A SOURCES SOUGHT NOTICE. An award will not be generated from this notice, nor does a solicitation document exist at this time. The purpose of this notice is the initiation of market research pursuant to Part 10 of the Federal Acquisition Regulation to ascertain the availability, interest and capabilities of potential qualified contractors. This notice is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The General Services Administration, on behalf of SIGAR, under the direction of US Army and Department of Defense (DOD) has a requirement for contractor support to assist the agency in providing the following services: 1) Program Analysis Support Services 2) Auditing Support Services 3) Investigative Support Services Background/Info explaining the mission and objective : SIGAR ‘s objective is to provide non-personnel SIGAR professional and program support required for SIGAR to continue to meet its mission as the agency draws down. The objective is to provide the requirements Subject Matter Experts (SMEs) in various fields. These SME's will be used to write various reports and assist SIGAR's analyst, auditors, and investigators in their analysis of the U.S. reconstruction effort in Afghanistan. SIGAR Front Office shall perform source selection on all contractor personnel to be used in the implementation of this contract to ensure qualifications. SIGAR Front Office shall also establish requirements, and receive and review all reporting documentation. SIGAR Inspections will monitor any resulting reports. With the of reduction agency staff due to Congressional and OMB mandates, the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) will require professional and program support in order to meet its Congressional mandate of providing independent and objective oversight of Afghanistan reconstruction projects and activities. SIGAR requires the positions outlined in this Performance Work Statement to be filled under this contract. The contractor will provide personnel to meet the need for expertise for all functions that are not inherently governmental in Afghanistan at various locations throughout the country. The anticipated period of performance for this requirement is a one year base period, and four, 12 month option periods. Anticipated performance tasks to be accomplished under this scope of work include; TASK 1 - Analysis Support Services to include: As a Data Analyst - this individual manages the data call for SIGAR's Quarterly Report to Congress. Together with other members of the IMD team, develops the data call for U.S. implementing agencies and sets up meetings with the implementing agencies to discuss data call questions. After finalizing the data call, this individual will collect, disseminate and catalogue the responses to the data call each quarter. An important aspect of this job is maintaining a data base of the responses to the data call. The incumbent serves as the SIGAR liaison with implementing agencies in collection of data for the Quarterly Report and other strategic projects assigned to IMD. The quality control effort includes fact checking and referencing all footnotes in SIGAR's Quarterly Report to Congress. As a member of the IMD team, the data analyst participates in the planning and development of the Quarterly Report. The written reports are released to Congress, other federal agencies as well as foreign government and non-government organizations. Each report provides an update on the reconstruction effort in Afghanistan that includes a summary of SIGAR's work for the quarter, developments affecting the reconstruction effort in Afghanistan, and a detailed analysis of how U.S. funds are being spent. Independent Risk Analysis includes a review of all information compromised by a data breach for trends and unusual patterns. The circumstances surrounding the breach are investigated to determine whether it appears to be incidental, accidental or targeted. The breached data itself is analyzed to determine if there is any current evidence of organized misuse. The analysis ultimately provides a determination as to the probability that breached data may be used to harm the individuals whose data has been compromised. The tasks involved in independent risk analysis include but are not limited to the following: monitoring of multiple data elements and sources, metadata analysis, pattern analysis, risk analysis, privacy impact analysis, statistical analysis, data structure development, notification services, probability analysis, that breached data has been used to cause harm, determination of the level of risk for potential misuse of sensitive PII and PHI type of information, certification of findings regarding misuse of compromised data, investigation of circumstances surrounding breach, including digital forensic analysis, collection of evidence regarding data breaches, and development of a risk mitigation plan. TASK 2 - Auditing Support Services to include: As an Auditor-in-Charge, the auditor defines objectives, provides direction in terms of broadly defined missions or functions of the Agency and directs the audits to be completed. Audit assignments normally involve two or more of the following: an integrated analysis of a number of different programs or functions; extensive interpretation of broad policy statements and/or basic legislation; extensive research and analysis of extremely complex problems, i.e., major deficiencies in mission accomplishments; and/or coordination of audits involving a large number of technical experts at multiple levels. Many of these audits represent pioneering efforts are broad, complex and sensitive, address policies, overall program management and validation of operations, including essential internal controls at multiple levels. The key personnel identified for this role shall have expertise in interpersonal techniques to meet and deal effectively with others at all levels of Authority and exert a positive influence. They shall possess extensive experience to communicate technical information orally and in writing in preparation of required reports. They are also responsible for organizing and conducting workshops where representatives from audit teams discuss results, problems and milestones and making in-process reviews and any adjustments required to meet program objectives. Financial-related audits, performance audits, and contract audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) and non-GAGAS. An independent assessment of an audited entity's a) financial statements in conformity with generally accepted accounting principles, b) financial information, adherence to financial compliance requirements and internal controls, or c) organization or program performance to identify areas for improvement. Inherently Governmental services as identified in the Federal Acquisition Regulation (FAR) 7.503 or by the ordering agency are prohibited under this SIN. It is the responsibility of the Contracting Officer placing the order to make this determination. TASK 3 - Investigation Services to include: As an Investigative Analyst, the analyst serves as the focal point for all criminal intelligence activities within the area of responsibility. Prepares Criminal Intelligence Reports from information received from various investigative agencies or outside sources for distribution to other law enforcement elements. Combines all related information that has a bearing on a particular criminal activity or suspect. Analyzes data extracted from these sources in detail to further determine significant methods of operations and crime conducive conditions. Incumbent serves as the Investigative Support Specialist for the Investigations Directorate. Implements the programs for the Directorate which plans, collects, evaluates, collates, analyzes, reports, disseminates, and reevaluates criminal intelligence for use by criminal investigators. Duties includes the monitoring and detection of breached identities and PII and PHI type of information across multiple industries in order to detect patterns of misuse related to a specific data loss. The breached files are continuously monitored over a period of weeks, months, or years. It can provide the locations of potential misuse for further law enforcement action, as well as a listing of consumers likely to be fraud victims. The tasks involved include but are not limited to the following: monitoring of multiple non-credit data elements and sources, fraud detection and protection solutions, fraud resolution and assistance for affected individuals, fraud alerts, corrective actions, notification services, identity theft insurance (as allowed by applicable State statutes), Social Security Number monitoring and credit card monitoring.
