- THIS IS A SOURCES SOUGHT NOTICE ONLY The United States Army Corps of Engineers, Engineer Research and Development Center (USACE, ERDC) Contracting Office, is conducting a Sources Sought synopsis for market research information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the small business community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB Zone), Woman-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUB Zone, WOSB, and SDVOSB businesses are highly encouraged to participate. In the event a sufficient number of small business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Government will use responses to this notice to make an appropriate acquisition decision. The anticipated scope of services to be provided are detailed below: The Coastal Hydraulics Laboratory (CHL) located at the ERDC is requiring Research Equipment (Directional Spectral Wave Generator (DSWG) (spec below), a Dredge Carriage, and Tracking System) be disconnected from its current location in College Station, TX, transported to the ERDC, Building 6006 located in Vicksburg, MS, and properly reassembled (in accordance with manufacturer's recommendation) and fully operational. Equipment must be removed from College Station by 1 May 2017 and operational at the ERDC NLT 30 June 2017. 1 Rexroth multidirectional wave generator (48 paddles) Shallow water (3-D) basin Length: 36.6 m (120 ft) Depth: 1.5 m (4 ft) Width: 22.9 m (75 ft) wide Wave generator: segmented piston type with directional capabilities Wave periods: 0.5 to 5 sec Wave heights: up to 0.58 m in 1.0 m water depth. Wave types: harmonic, irregular, or any type of wave spectra (linear and nonlinear); short-crested and broad-crested Capability Statement shall include: (1) A minimum of one year experience with specified equipment; (2) Positive statement of intent to bid as a prime contractor; (3) Statement the Period of Performance can be met; (4) Registered in the System for Award Management; (5) Large or Small Business based on NAICS code 811310; (6) Brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability and/or Product Statements consisting of appropriate technical information, documentation, and past performance references. Respondents must include references and a capability statement for at least two completed or current projects, for which your firm was the prime contractor (or a major subcontractor) within the last three years of work similar in size, scope and complexity. Each reference shall include Contact Names Addresses Phone Numbers Fax Numbers Contract Numbers Description of Services provided Contract Type (i.e., fixed price or cost) Dollar Value The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Vicksburg Contracting Office in tailoring requirements to be consistent with industry capabilities. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the Government's analysis of capabilities. Electronic submissions via email will be accepted. Facsimile submissions will not be accepted.
