DESCRIPTION OF PROJECT TO INCLUDE PERFORMANCE WORK STATEMENT AND TERMS AND CONDITIONS This announcement constitutes the only synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. This proposed procurement is Set-Aside 100% for Small Business, NAICS 238290, and size standard of $15,000,000.00. Project Magnitude is between $25,000.00 - $100,000.00. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. If the project is cancelled, all proposal preparation costs will be borne by the offeror. See FAR Subpart 52.232-18 in this solicitation. Pricing is to stay current until 30SEP17. The Contractor shall furnish all labor, equipment, tools, material, travel, licenses and inspections necessary to repair two cranes (1 Ton and 5 Ton) located in building 2902. See attached documents for Performance Work Statement and terms and conditions. This is a "Best Value" trade-off process solicitation for the repair of the 1ton and 5ton cranes. The Government will evaluate the proposals in accordance with the criteria and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government utilizing the trade-off selection process described in FAR 15.101-1. Any resulting contract will be firm fixed price. SELECTION CRITERIA: This acquisition will evaluate offerors considering the following factors: Specialized Experience, Past Performance (Confidence Assessment), Proposed Contract Duration and Technical Approach, Key Subcontractors, Small Business Participation Plan and Price. There will be a pre-proposal site visit conducted on March 29, 2017 at 0900hrs (9:30AM) Eastern Time. All questions will be due on April 4, 2017 at 1400hrs (2:00PM) Eastern Time. To gain access to the base, please fill out the attached document titled ‘W912L5-17-R-1000 SITE VISIT LIST'. All individuals require a background check prior to gaining access to the base. Please check this solicitation often, information will be periodically posted. All questions shall be submitted via e-mail to Amy.l.Kline.mil@mail.mil. SUBMISSION OF PROPOSAL: All proposals are due April 17, 2017 at 1400hrs (2:00PM) Eastern Time. All contractors must be registered in the System for Award Management (www.SAM.gov) prior to award of a contract. All proposed contractors are highly encouraged to review FAR Clause 52.232-33 Payments by Electronic Funds Transfer - System for Award Management, which indicates "All payments by the Government under this contract shall be made by electronic funds transfer (EFT)." Those not currently registered can obtain registration by going to the website http://www.SAM.gov. The process can usually be completed from 24 to 48 hours after submission. Contractors will need to obtain a DUNS number for processing their registration. If you do not already have a DUNS number, one can be obtained from Dun and Bradstreet by calling 1-800-333-0505. Please begin the registration process immediately in order to avoid delay of the contract award should your firm be selected. PLEASE NOTE: SAM is completely free of charge for both registrants and users.
