- NAMA-17-R-0001, ICN - HH Combined Synopsis Solicitation Attachments 1 through 12. Attachment 2, PWS paragraph 11.0, Government Furnished Information documents. Attachment 9, Proposal Submission Instructions, paragraph 1(a)(ii), StRS RVTM Contractor Technical Response Worksheet (HH). Attachment 9, Proposal Submission Instructions, paragraph 1(a)(ii), StRS RVTM Contractor Technical Response Worksheet (ICN). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-17-R-0001 and is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 effective January 19, 2017. This is a full and open competition under NAICS code 511210, Software Publishers. CONTRACT LINE ITEM NUMBER(S): See Attachment 1, Schedule of Prices. REQUIREMENT: The purpose of this acquisition is to obtain a commercial-off-the-shelf (COTS) Software-as-a-Service (SaaS) solution, including all necessary services for the migration, system configuration, integration, and setup for the National Archives and Records Administration (NARA)’s Internal Collaboration Network and History Hub social media collaboration systems. See Attachment 2, Performance Work Statement. PERIOD OF PERFORMANCE: The period of performance will consist of a base year and four (4) option years. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant contract(s), with the exception of FAR provisions, which will be removed prior to award: FAR provision 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017). Addenda: (1) Change paragraph (c) to read: Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (2) Delete paragraph (h), Multiple Awards. - see below for additional proposal submission instructions. EVALUATION (In lieu of FAR provision 52.212-2): Evaluation and award will be in accordance with FAR Subpart 15.3, Source Selection. The Government intends to award on the initial proposal without discussions. The Government, for the purposes of ensuring an efficient evaluation process, reserves the right to establish a competitive range consisting of only the highest rated offerors and conduct discussions if it is determined to be in the best interest of the Government (See Attachment 9, Proposal Submission Instructions and Attachment 10, Evaluation Factors for Award). Contractors must submit pricing in accordance with RFP Attachment 1, Schedule of Prices. FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items (Jan 2017) - The Offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certifications electronically via the System for Award Management (SAM) Web site https://www.sam.gov/portal/SAM/##11. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision. The Government will answer questions or requests for clarification via a written RFP amendment. PROPOSAL DUE DATE: Proposals must be received by 3:30 PM ET on April 18, 2017. Failure to submit proposals by the due date and time may result in rejection of the proposal as unacceptable or untimely.
