- Questions and Responses to Sources Sought VA119-17-N-0135 Question 1: Who is the incumbent for this initiative? Response: Commission on Accreditation of Rehabilitation Facilities (CARF) Question 2: What was the most recent budget for this initiative? Response: Budgeting information cannot and will not be disclosed. Question 3: What is the final expected sample size? Response: There are 384 programs with a target of between 30 and 150 respondents per year. Question 4: What percentage of interviews were completed using paper interview vs. web in the past? Response: Over the past two calendar years (2015 and 2016), we received 4.9% surveys from the Veterans through the online surveys. Question 5: How many VA Rehab facilities will be included in the study? Response: Up to 384 PROGRAMS within VA facilities nationwide. Question 6: What is the expected response rate? Response: The VA national average of the last 4 quarters is approximately 71%. Question 7: Is this initiative Veteran Owned Small Business (VOSB) or Service-Disabled Veteran-Owned Businesses (SDVOSB)? Or is it any Small Business? Response: This sources sought is open to all interested parties as, it has not been determined if this will be any type of set aside. Question 8: Is the following question mandatory because a response almost suggests a summarized pricing proposal? Identify the number of labor hours, labor categories, and any other relevant pricing components/ industry standards to consider, that support tasks as described in the attached draft PWS. Response: This no longer requested, as this is not a solicitation, therefore, we are not looking for quotes at this time. Question 9: What were the previous contract award numbers for this initiative? Response: VA101-12-F-0046 Question 10: Will the survey need to be translated into Spanish or any other languages? Response: Yes the survey will need to be translated into Spanish, please see Task 3 of the PWS. Question 11: For the web survey, would an audio component be necessary so that the respondent could hear each question? Response: There are several blind rehabilitation programs using telephonic surveys where a non-direct service personnel, typically a volunteer, calls the Veterans to administers the survey and record their responses. Volume-wise it should be less than one percent. Question 12: How are the patients currently contacted for the survey and how is the sample provided to the contractor? Response: Some are handed out, some self-select. This is a point of service survey. Surveyors are given the survey at time they are seen in the facility. Question 13: How is the survey currently administered? Response: This is a point of service contract. Patients are presented with the survey at time of service by a VA staff member. Patients are given the option to complete the survey via hard copy or via the web. Staff members on- site are available to assist the patient as needed. Question 14: Given the survey does not identify a veteran, but instead notes general demographics, how can we insure that no veteran will be contacted more than once a year? Response: The sampling frame and instructions will be designed to ensure that an individual veteran is not administered the survey more than once annually. See PWS Task 4. The contractor should work with the COR to identify a sampling plan and strategy. Question 15: Would the VA be amenable to using a psychometric survey of Ipsos design instead of uSPEQ? Response: Yes, the intent is to award for a commercial off the shelf survey that can be demonstrated as psychometrically and statistically valid and reliable. Question 16: Are facilities organized so that they only service one specialty (such as homeless outreach or spinal cord injury), or do they have multiple programs? Response: Many VA locations have multiple rehabilitation programs. Question 17: The contractor is tasked to provide an annual subscription for an estimated 384 CARF-accredited VA Medical and Psychosocial Rehabilitation Programs. Will the contractor need to be responsible for maintaining the schedule of the facilities accreditations moving forward? Response: Program Staff (National Director s for the Rehabilitation Programs) are responsible for identifying and maintaining the schedule. Question 18: How do the requirements for the proposed effort on satisfaction with rehabilitation facilities relate to the requirements called for in the pending Voice of the Veteran survey RFI/RFP with respect to rehabilitation facilities? How will data from these two separate studies be integrated? Response: The Voice of the Veteran Survey is an independent effort from this effort. Question 19: Regarding PWS number 5.1 Subscription - is the intent for vendors to obtain for the VHA a subscription to the existing CARF surveys and services or to provide the tasks listed in number 6 to the CARF-accredited VA Medical and Psychosocial Rehabilitation Programs? Response: Please reference the revised draft PWS. Question 20: Relating to the RFI question 7, can you provide some context for the suggestions you are seeking from bidders (e.e., methods, contracting issues, feasibility)? Response: Provide suggestions or modifications for the draft PWS, or information that we may be missing from your past experience in these type of actions.
