Description
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) in Port Hueneme, California is soliciting proposals for a contract to provide construction service for telecommunications towers. This contract ™s purpose is to provide maintenance and repair, or even new construction of telecommunications towers, at various locations worldwide, including Navy facilities in both the continental United States (CONUS) and outside the continental United States (OCONUS). The resulting contract will be a Multiple Award, Firm-Fixed Price (FFP), Indefinite-Delivery/ Indefinite Quantity (IDIQ) construction contract. A Sources Sought Notice N3943017R1904 was posted to Federal Business Opportunities (www.fedbizopps.gov) and the Navy Electronic Commerce Online (www.neco.navy.mil) websites on 17 October 2016. Based on the market research results, the Government has determined that this requirement will be solicited under the provisions of FAR Subpart 19.5 as a Small Business set-aside, with a Reserve for one HUBZone Small business under the North American Industrial Classification System (NAICS) Code 237130 with an annual small business size standard of $36,500,000. The NAVFAC EXWC small business office concurs with the decision. The contracts will be awarded for a base ordering period of 60 months, and a minimum guarantee of $5,000. The maximum capacity among all contract holders will be $99,000,000. Award of up to five contracts is desired. A pre-proposal conference and site visit is planned for April 10th, a 9:00 AM at Cutler Maine. See the solicitation for more details. The solicitation and its attachments will be available no later than 17 March 2017 by electronic media only at the Federal Business Opportunities (www.fedbizopps.gov) and the Navy Electronic Commerce Online (www.neco.navy.mil) websites under solicitation number N39430-17-R-1904. All responsible sources may submit a response, which, if timely received, must be considered by the agency.
